OF THE COUNCIL OF THE CITY OF FORT COLLINS
BEING A RESOLUTION EXPRESSING APPRECIATION TO
GOVERNOR LAMM FOR HIS VETO OF HOUSE BILL 1232
CONCERNING MUNICIPAL ANNEXATIONS
WHEREAS, House Bill 1232 limiting municipal annexation powers was
introduced this legislative session and was approved by both the House
of Representatives and the Senate, and
WHEREAS, the opinion of the Council of the City of Fort Collins is
that House Bill 1232 could have a very severe and detrimental impact on
municipalities across the state and particularly on the City of Fort Collins
for the following reasons
1 It would not allow municipal boundaries to expand as
the urban area expands
2 It could create a situation where residents adjacent
to the municipality receive municipal benefits without
paying their fair share
3 It could create a potential of incorporation of urban
areas immediately adjacent to municipal limits and
the accompanying problems of duplication of service,
strip development, etc
4 It could severely limit a municipality's ability to
plan for economic and orderly growth of the community, and
WHEREAS, Governor Richard Lamm has recently vetoed House Bill 1232
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that its appreciation for this veto be expressed to Governor Lamm
on behalf of the City of Fort Collins and other affected municipalities
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 17th day of April , A D 1979
