THE OPERATION AND MANAGEMENT OF THE FORT COLLINS/ LOVELAND MUNICIPAL AIRPORT _ '+ WHEREAS, in 1966` , the Cities of-Fort Collins and Loveland agreed to establishment of a regional general aviation facility to be located at _ a convenient location between the two cities, and f v , 11HEREAS, for a number of years, this facility has demonstrated its _0 value to the economic viability of both cities and their efforts to attract clean industries, and WHEREAS, in the considered opinion of the Council of the City of Fort - Collins, it ,s appropriate n r t r ^ A that airport operations be continued, B that the existing relationship between the two cities witn reference to Airport operations and control be clarified and formalized, and C that Airport operations and the development of adjacent industrial areas be planned and developed according to a rational , attainable plan utilizing to the greatest extent possible revenues generated from Airport operations NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that that certain joint operating agreement for the Fort Collins/ Loveland Municipal Airport, a copy of which is attached hereto as Exhibit A, be, and it hereby is, approved , BE IT FURTHER RESOLVED that the Mayor of the City of Fort Collins be, and he hereby is, authorized and directed to execute said agreement on behalf of the City of Fort Collins , Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this 3rd day of July A D 1979 , ATTEST Ma City Clerk - convey its interest in airport properties and facilities without the express, written consent of the other - - 4 Facility Management Management authority over airport operation and adjacent industrial operations snall be vested jointly in the City 1 Managers of the tiro cities �vho shall be required to confer on a monthly basis to review airport operations In t he event the City Managers snould fail to agree as to any question affecting airport operations, the auest- ion shall immediately be suomrtted for Joint determination by the Councils of both cite es The City Hanagers shall have the authority to hire an Airport Manager to oversee day-to-day airport operations 5 Annual Report On or before the first day of June of each year, conipencinq with June, 1980, the City Managers-shall submit a ,joint, written report to the Councils of both cities addressing in substantial detail all aspects of airport operations and recommending a budget for the following calendar year 6 Comprehensive Five-Year Plan Within one ( 1 ) year of the effec- tive date of this Agreement, the Councils of the two cities shall review and adopt a Comprehensive 1:rve-Year Plan for airport operations and expan- sions This plan snall bp reviewed and updated as necessary by the two Councils at fives ( h) year intervals In connection with tire adoption of or revre or the Cunprenenslle Frve-Y-ar Plai, the COUncik of the resp`'ctrle ciries snall me0 and confer together for tie purpose of consrae-rnq in detail all aspects of airport cpe ztions and considering changes to the Comprenensive Plan 7 Annual Cudget On or before the last day of Septenber of each and every year, the Councils of the respective cities shall , upon recommenda- tions of the two City Hanagers, adopt an annual budget for the airport In the event this budget should require contributions to be made from the cities, said contributions shall be borne or an equal basis by the two cities 8 Support Services It is recognizea and agreed that existing and r � envisioned airport operations will require substantial management support -
