OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING A TWELVE-MONTH EXTENSION OF THE
REVOCABLE PERMIT ISSUED TO PLATTE RIVER POWER AUTHORITY
FOR INSTALLATION OF TWO METEOROLOGICAL TOWERS
ON MEADOW SPRINGS RANCH PROPERTY
WHEREAS, Platte River Power Authority ("PRPA") provides electric generation and
transmission service to the City,as well as three other municipal members and owners of PRPA;and
WHEREAS, PRPA is evaluating potential wind generation resources to meet the needs of
its four member cities; and
WHEREAS, PRPA has determined that it would be beneficial to study wind generation in
areas near its existing generation and transmission facilities, including Rawhide Energy Station, for
the purpose of collecting detailed wind speed and other data that can be correlated to long-term data
available from the Rawhide Energy Station and other sites; and
WHEREAS, the City is the owner of a certain parcel of real property located in Larimer
County, Colorado, known as Meadow Springs Ranch (the "Ranch") near the Rawhide Energy
Station; and
WHEREAS, in order to facilitate the efforts of PRPA to evaluate wind generation on the
Ranch, the City Council on February 19, 2008, approved Resolution 2008-022, authorizing a
revocable permit for two temporary meteorological towers approximately 60 meters in height near
the north edge of the Ranch for a period of up to 18 months; and
WHEREAS, due to an unanticipated interruption in data collection, PRPA has requested an
extension of its revocable permit for the two temporary towers for a period of twelve months; and
WHEREAS,City staff has reviewed the request by PRPA and believes that extension of the
period of operation of the towers will not interfere with or adversely affect the Ranch, based on
current expectations; and
WHEREAS, in. light of the public purpose to be served and the benefit to the City of
potential wind generation resources to meet the electric service needs of the City, the potential
benefit to the City of obtaining wind generation data for this portion of the Ranch and the fact that
the towers will have little or no impact on City operations,City staff recommends that the extension
of the revocable permit be approved without requiring compensation to the City; and
WHEREAS,Article XI, Section 10 of the City Charter authorizes the City Council to permit
the use or occupation of any street, alley, or public place, provided that such permit shall be
revocable by the City Council at its pleasure, whether or not such right to revoke is expressly
reserved in such permit.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Manager is hereby authorized to execute such documents as are necessary
to extend for an additional twelve months the previously authorized revocable permit to PRPA as
described herein, together with such additional terms and conditions as the City Manager, in
consultation with the City Attorney, deems necessary or appropriate to protect the interests of the
City or to effectuate the purposes of this Resolution.
