OF THE COUNCIL OF THE CITY OF FORT COLLINS
COMMITING $181,500 OF COMMUNITY DEVELOPMENT
BLOCK GRANT FUNDS FOR CERTAIN IMPROVEMENTS
OF THAT AREA OF DOWNTOWN FORT COLLINS KNOWN
AS HISTORIC OLD TOWN
WHEREAS , the City Council of the City of Port Collins has
heretofore appropriated 1977 Community Development Block Grant
funds in the amount of $181 ,500 00 for expenditure for projects
consistent with the Community Development Block Grant program,
and
WHEREAS, the Historic Old Town Planning Committee has sub-
mitted a proposal to the City Council for certain traffic and
landscaping improvements in that area of downtown Fort Collins
known as the Historic Old Town, and
WHEREAS, said improvements would be an appropriate and
proper use of Community Development Block Grant funds and the
Council desires to use said funds for such improvements
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF FORT COLLINS as follows
Section 1 That $181, 500 00 of Community Development Block
Grant funds heretofore appropriated for expenditure by the City
Council shall be expended for the purpose of payment of a portion
of those certain improvements in the Historic Old Town area of
downtown Fort Collins , specifically for those improvements listed
on Exhibit A, attached heieto and by this reference made a part
hereof, including street and landscaping improvements
Section 2 That the total cost for Phase I of said improve-
ments would amount to approximately $248 ,000 00 The Council
anticipates that $8 , 000 00 of 1979 Community Development Block
Grant funds will be approved for expenditure on this project by
the Department of Housing and Urban Development by October 1, 1979
The Council shall consider using General Improvement District
reserve funds for the remaining $58 , 500 00 necessary to complete
Phase I of the project In the event that the $58 , 500 00 needed
to complete Phase I (B) of the project is not available or the
City Council does not desire to use General Improvement District
reser�,e funds for said phase , the Council hereby resolves to
proceed with the Phase I (A) improvements of the project amounting
to $189 ,500 00
Section 3 In order to implement Phase I (A) of the project,
the Council anticipates entering into a performance agreement with
a design firm and a contractor for design and construction of the
project, with a designee of the Historic Old Town Planning Committee
acting as the City' s agent with regard to bidding, job supervision
and other project management services
Section 4 With regard to timing, the Council anticipates
that the request for proposals will be issued immediately to select
design groups A contract with a specific design group would be
entered into no later than November 1 , 1979 , with the design to
be completed by February 1 , 1980 Bids for construction of the
project would be taken by March 15 , 1980 , with the work to commence
no later than May 1, 1980
Passed and adopted at a regular meeting of the Council of
the City of Fort Collins held this 18th day of September , 1979
