HomeMy WebLinkAbout1974-099-11/21/1974-APPROVING CERTAIN AGREEMENTS TO BE ENTERED INTO WITH OTHER AGENCIES TO PROVIDE HUMAN SERVICES TO THE v RESOLUTION 74-99 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING CERTAIN AGREEMENTS TO BE ENTERED INTO WITH OTHER AGENCIES TO PROVIDE HUMAN SERVICES TO THE CITY WHEREAS, heretofore the City of Fort Collins has received from the Federal Government certain revenue sharing funds, and WHEREAS, the Council has determined to use a portion of said funds to develop human service programs in the City, and WHEREAS, the Council has heretofore authorized the creation of a Depart- ment of Human Resources in the municipal service of the City and WHEREAS, after consideration of the program which the City Council desires to implement, it has been determined that it is in the best interests of the City to contract with other agencies for the implementation of some of these programs, and WHEREAS, the Council has appointed three of its members to serve on The Larimer County Human Resource Board the purpose of such Board being to screen human service agency applications and recommend a coordinated human service delivery budget for Ft Collins, Loveland, and Larimer County, and WHEREAS, such Board has held its meetings and provided such recommendations, and WHEREAS, contracts have been prepared as follows Contracting Party Services Foothills Gateway Rehabilitation Provides physical restoration, psychological Center, Inc adjustment, personal and vocational counsel- ing, job analysis, training and placement of developmentally disabled residents of Larirrer County Larimer County Alcohol Services, Inc Alcoholism detoxification, half-way house, and counseling of alcoholics and their fam- ilies in Larimer County Home Helps Trains and places homemaker/homehealth aids of low- income to provide health related in- home care to elderly s►ck or disabled resi- dents of Ft Collins area Low- income persons who qualify for the service, receive it at a lower rate Neighbor to Neighbor Provides housing location assistance pre and post occupancy counseling, and assistance in finance, nutrition, homemaking health, etc for low- income residents of Larimer County Contracting Party Services Salvation Army Provides Senior Citizens Drop-In Center with coffee lunch, conversation, relaxation and recreational activities for senior residents of Ft Collins United Day Care Center Provides day care for up to 100 children Twenty from families of the working poor in Ft Collins Request is to cover 5-10 child- ren from such families Fee to families is based on a sliding scale Volunteers Clearing House Provides identification of needs of low- income and minority residents of the Ft Collins area and provides cooperative planning with other community agencies to meet such needs Bilingual outreach, educational programs, and coordination of the existing ones with daily needs are its primary functions The specific request is for an additional half-time salary to make up one full-time salaried bilingual coordinator Community Crisis and Referral Provides 24 hour crisis intervention, infor- Center, Inc mation and referral services including emer- gency overnight housing at the Center The Point Multi-dimensional programs including Free Medical Clinic, Free Legal Aid Free Psychological Services, and Alternative Behaviors including Drug Information and, WHEREAS, said agreements have been approved by the City Manager and the City Attorney and the City Council desires to approve such agreements and authorize their execution NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the terms and conditions of the agreements above referred to be and the same hereby accep+ed and approved and, BE IT FURTHER RESOLVED that the Mayor and City Clerk be and they hereby are authorized and directed to execute said agreements for and on behalf of the City of Fort Collins Passed and adopted at a regular meeting of the City Council held this 21st day of November, A D 1974 z Assistant Mayor ATTEST City Clerk page 2
