OF THE COUNCIL OF THE CITY OF FORT COLLINS,
COLORADO, INDICATING AN INTENT TO JOIN WITH
OTHER GENERAL PURPOSE UNITS OF LOCAL GOVERN-
MENT IN THE LARIMER-WELD REGIONAL COUNCIL OF
GOVERNMENTS AREA TO DEVELOP AND IMPLEMENT A
PLAN RESULTING IN A COORDINATED AIR QUALITY
MANAGEMENT SYSTEM FOR THE AREA. _
WHEREAS, pursuant to Section 174 of the Clean Air Act,
as amended August, 1977, P L 88-206 (hereinafter called
"The Act") , the Administrator of the United States Environ-
mental Protection Agency has by regulation published
guidelines for the identification of regions in which the
National Primary Ambient Air Quality Standard for carbon
monoxide or photochemical oxidants will not be obtained by
July 1, 1979, and
WHEREAS, the Larimer-Weld Regional Council of Governments
Area (hereinafter called "The Area") has been designated
under the criteria contained in the Act and guidelines, and
WHEREAS, Section 174 of the guidelines requires, among
other things, that the affected general purpose units of
local government within the problem Area must show their
intent through formally adopting resolutions, to loin together
in the planning process to develop and implement a plan which
will result in a coordinated air quality management system
for the Area; and
WHEREAS, such a planning process in the air quality
management system is a necessary and significant measure
to control present air pollution and to guide and regulate
future development and growth in the area which may effect
air quality, in order to prevent, abate and solve existing
and potential substantial air quality problems.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF FORT COLLINS, COLORADO, as follows:
That the City of Fort Collins intends to ]oin with other
affected general purpose units of local government within
the boundaries of the Area to develop and implement a plan
which will result in a coordinated air quality management
system for the Area
