HomeMy WebLinkAbout1981-109-08/04/1981-AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACTS PROVIDING FOR ENGINEERING DESIGN SERVICES AND A RESOLUTION 81-109 OF THE COUNCIL OF THE CITY OF FORT COLLINS BEING A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACTS PROVIDING FOR ENGINEERING ESIGN SERVICES AND A SOCIOECONOMIC ANALYSIS RELATIVE TO CONSTRUCTION OF LEMAY AVENUE EXTENSION WHEREAS, heretofore Centennial Engineering submitted to the City Council concep ual designs for alternative alignments of the proposed Lemay Avenue Ext nsion, and WHEREAS, the Council of the City of Fort Collins wishes to have more detailed engineering designs of said alternative alignments, and WHEREAS, on July 21 , 1981 at a public hearing on the matter, concerns were raised as to the socioeconomic impact of certain of the proposed alignments, and WHEREAS, the Council of the City of Fort Collins wishes to have further information regarding the socioeconomic impact of said alternative alignments \ NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager be, and he hereby is, authorized to enter into a contract with Transplan Associates, Inc not to exceed $18,500 00 for the provision of preliminary engineering design services relative to the Lemay Avenue Extension including \ 1 Development of engineering designs for all four alternative alignments, 2 Reporting of the number of traffic a es required for each of the four alternative alignments, 3 The determination of through traffic movement for the intersection alignment of Lemay Avenue and the Fort Collins Parkway, 4 Center line alignment of Fort Collins Parkway East of Highway 287, 5 Relocation of existing railroad crossing at Vine Drive to alter- nate alignments, 6 Reviewing alte► natives with City staff, 7 Conducting public hearings and meetings, 8 Meeting with the Highway Department and County to finalize align- ment, 9 Providing Implementation schedule for each alternative, 10 Reviewing joint funding of project with the Highway Department BE IT FURTHER RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS Ahat the City Manager be, and he hereby is, authorized to enter into an agree- mod g/y-/g J ment with Dennis Swain not to exceed $4,500 00 for the provision of a socioeconomic analysis relative to the Lemay Avenue Extension including 1 Documentation of existing conditions, 2 Analyzing effects of each of the proposed alternative alignments, 3 Proposing mitigation measures (to reduce negative impact of con- struction), 4 Attending public hearings (maximum of four) on the subject Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this 4th day of August 1981 ATTEST Mayor City Cler -2-
