OF THE COUNCIL OF THE CITY OF FORT COLLINS
INDICATING THE INTENT TO JOIN WITH OTHER
GENERAL PURPOSE UNITS OF LOCAL GOVERNMENT
IN THE LARIMER-WELD REGIONAL COUNCIL OF
GOVERNMENTS AREA TO IMPLEMENT A PLAN RESULTING
IN A COORDINATED AIR QUALITY MANAGEMENT SYSTEM
FOR THE AREA
WHEREAS, pursuant to Section 174 of the Clean Air Act, as amended
August, 1977, P L 88-206 (hereinafter called "the Act") , the Administrator
of the United States Environmental Protection Agency has by regulation
published guidelines for the identification of regions in which the na-
tional primary ambient air quality standard for carbon monoxide has not
been attained by January 1, 1982, and
WHEREAS, the Larimer-Weld Regional Council of Governments Area (here-
inafter called "the Area") , has been designated under the criteria con-
tained in the Act and guidelines, and
WHEREAS, Section 174 of the guidelines requires, among other things,
that the affected general purpose units of local government within the
problem area must show their intent, through formally adopted resolutions,
to join together in the planning process to implement a plan which will
result in a coordinated air quality management system for the area, and
WHEREAS, such a planning process and air quality management system is
a necessary -and significant measure to control present air pollution,
prevent, abate, and solve potential air quality problems, and to guide
and regulate future development and growth in the area which may affect air
quality
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS
Section 1 That the City Council of the City of Fort Collins, Colo-
rado, intends to join with other affected general purpose units of local
government within the boundaries of the area to implement an air quality
implementation plan as outlined in the Larimer-Weld Element of the Colorado
State Implementation Plan Revision of 1982
Section 2 That the City Council intends to continue implementation
of ongoing transportation programs in support of the air quality program
These items are incorporated, either directly or indirectly, in the five-
year capital improvement program for the City of Fort Collins The goal is
to attain and maintain the air quality under the standards established in
the area, but the City Council specifically retains the right to delete or
substitute other transportation measures at a later time as deemed neces-
sary to implement this goal
Section 3 That the City Council also intends to annually review
the Air Pollution Control Division' s air quality monitor data and the
traffic characteristics of the City to determine whether air quality
is improving as projected in the Larimer-Weld Element of the Colorado
State Implementation Plan Revision of 1982 Should the City be notified
that "reasonable further progress" is not being made, the City Council will
follow their contingency process as outlined in the Larimer-Weld Element of
the Colorado State Implementation Plan Revision of 1982
Passed and adopted at a regular meeting of the Council of the City of
