OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING A SCHEDULE AND TIMETABLE
FOR REVIEWING THE ANNEXATION AND DEVELOPMENT
PROPOSALS OF ANHEUSER-BUSCH
WHEREAS, A-B is desirous of developing a brewery on certain property
to be annexed to the City of Fort Collins, and
WHEREAS, a Master Agreement has been negotiated between the City and
Anheuser-Busch detailing service arrangements between the City and Anheu-
ser-Busch, and
WHEREAS, Anheuser-Busch will soon be submitting the materials neces-
sary for review and approval of Annexation, Master Planning, and Planned
Unit Development activities that will enable the construction of the
brewery, and
WHEREAS, the Council of the City of Fort Collins understands and
appreciates the value of public involvement in community issues and will
take the steps that are necessary to make that involvement as easy as
possible, including facilitating a referendum election, and
WHEREAS, Council recognizes that other matters will need to go before
the public in the spring of 1984, which if carefully coordinated, could be
made ready for public review at the same time the Anheuser-Busch questions
will be ready, and
WHEREAS, Council is aware of the interest in the community of action
on the Anheuser-Busch matter without unnecessary delays and therefore the
Council urges parties interested in securing support for a referendum to be
able to proceed as soon after Council ' s decision as is possible, and
WHEREAS, Council feels it is well informed on the issues surrounding
Anheuser-Busch and because of that special knowledge and of the general
concerns of the community, Council feels it has a leadership obligation and
must decide the issues based on its own judgment and evaluation of the
merits of Anheuser-Busch' s proposals, and
WHEREAS, Council recognizes that there are strongly held opinions in
favor of Anheuser-Busch and in opposition to Anheuser-Busch, these opinions
are sufficient to generate a referendum election no matter what Council ' s
decision is
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS
Section 1 That the attached schedule of activates, meetings,
hearings, and decision-making sessions is the schedule the City Council has
determined to be in the best interests of the community
Section 2 This schedule includes the City Council calling an elec-
tion upon the approval or disapproval of the Annexation Ordinance, assuming
all items are in order and the City Council has exercised its judgment on
the Annexation Ordinance
Section 3 Any capital improvement election resulting from the
Capital Improvement Committee work will be coordinated and scheduled at the
same time as the Anheuser-Busch annexation election
Section 4 The decision to hold an election on the annexation of
Anheuser-Busch is a recognition of the uniqueness of the issue and is not a
policy decision precedent for the future
Passed and adopted at a regular meeting of the City Council held this
6th day of December, A D 1983
