MAKING A RECOMMENDATION TO THE COLORADO
WATER CONSERVATION BOARD RELATIVE TO A STUDY
OF THE CACHE LA POUDRE BASIN
WHEREAS, the City of Fort Collins has a strong interest in actions by
the Colorado Water Conservation Board as they relate to the Cache La Poudre
Basin, and
WHEREAS, the City of Fort Collins Water Board has followed the Cache
La Poudre Project Study closely, and
WHEREAS, upon consideration of said project study the Water Board has
recommended to the City Council that a broader study of the Cache La Poudre
Basin be conducted This recommendation resulted primarily from the
analysis of large and expensive projects that appear to not be economically
feasible at the present time
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that said Council hereby recommends to the Colorado Water Conser-
vation Board that a broader study of the Cache La Poudre Basin, said study
to provide comprehensive analysis of alternatives to construction of
dams in the Poudre Canyon, be authorized and conducted by and through the
Colorado Water Conservation Board Concerns to be addressed by said study
should include
1 Need for future projects or management actions
2 The future of irrigated agricultural lands, changing water demands
by municipalities, and future hydroelectric power requirements
3 The deterioration of plains reservoirs and their impacts on
irrigated agriculture
4 Options for the future could include but are not limited to
construction of small reservoirs, rehabilitating or enlarging the
plains reservoirs, enlarging Horsetooth Reservoir, providing off
stream reservoir capacity in the basin, developing groundwater
recharge, projects for excess Poudre water, optimizing the size of
reservoirs and power production facilities
Passed and adopted at a regular meeting of the City Council held this
1st day of March, A D 1983
