OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO ENTER INTO
NEGOTIATIONS WITH THE FORT COLLINS MERCHANTS
AND FORT COLLINS MUNICIPAL RAILWAY SOCIETY
TO EXPLORE THE FEASIBILITY OF INSTALLING AND
OPERATING A TROLLEY LINE IN THE DOWNTOWN AREA
WHEREAS, the Fort Collins Municipal Railway Society (hereinafter
called the "Society") is presently restoring a trolley car which was in
operation as a part of the Municipal Railway of the City, and
WHEREAS, the Society desires to completely restore the trolley car to
a safe operating condition, and
WHEREAS, the City and the Society have entered into a construction
agreement to construct trolley car facilities in the West Mountain Avenue
area, and
WHEREAS, some residents have expressed dissatisfaction with the
trolley project in the West Mountain Avenue area, and
WHEREAS, the City and the Downtown Merchants foresee an opportunity to
construct and operate the trolley in the downtown area, and
WHEREAS, the Fort Collins Municipal Railway Society has agreed to
review alternate trolley routes
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows
1 That the City Manager is authorized to negotiate and explore the
feasibility of installing and operating a trolley car in Downtown Fort
Collins and to prepare a construction agreement for the same within sixty
(60) days Such agreement shall contain the following
a Method of construction and financing of a two car trolley
barn along a Downtown route at no cost to the Fort Collins Municipal
Railway Society
b Method of subsidizing any loss due to any years operation and
maintenance
c Method of financing construction cost as determined by the
City and the Fort Collins Municipal Railway Society
d Develop fund raising coordination and methodologies
2 The City Manager is directed to relocate the three marked trees
between Bryan Avenue and Frey Avenue on the Mountain Avenue right-of-way
3 The Fort Collins Municipal Railway Society is authorized to delay
the installation of track or tree relocation within the Mountain Avenue
median during negotiations of this resolution
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 29th day of March 1983
