APPPOVING CERTAIN AGREEVEiJ S TO BE ENTLRED INTO
bITF OTHER AGENCIES TO PROVIDE hUirAtr SERVICES TO THE CITY
4iHEREAS, heretofore, the City of Fort Collins has received from the
Federal Government certain revenue sharinc funds, and
WHEREAS, the Council has determined to use a portion of said funds to
develop human service programs in the City, and
WHEREAS, the Council has determired that some federally matchable
funds snall be used to develop numan service programs for which the Federal
Government has set aside matching funds, ana
WHEREAS, after consideration of the program which the City Council
desires to implement, it has been deteriiined that it is in the best in-
terests of the City to contract with otter agencies for the implementation
of some of tnese programs, and
WHEREAS, the Council has appointeo three of its Human Relations
Commission members to serve on the Larimer Human Resource Board, the
purpose of such Board being to screen huran service agency applications and
recommend a coordinated human service celrvery budget for Fort Collins,
Loveland, and Larimer County, and
WHEREAS, such Board has held its ne trngs and provided such recommen-
dations, and

ELIZABETH STONE RESOURCE CENTER
Services - Eijiployrent and Personal Growth 400 of 510 unemployed or
underemplo;ed applicants are employed ane increase their employment income
by $510,000 Chile care 270 of 385 families applying receive 104,000
hours of child care assistance Consular Credit Counseling 210 of 252
applicants rill receive counseling and pey $60,000 of outstanding debts to
local creditors Total cost of this program to the City of Fort Collins
shall be Seven Hundred Ninety-Seven Dcllars ano 50/100 ($797 50) per month
($9,570 00 annually) through December 31, 1980
Contract Stipulations - Elizabetn Stone Resource Center shall submit
an agreement between Community Crisis Information and Referral Center,
Eliz-4beth Stone Resource Center , and the Fattered Women 's Task Force, which
outlines the interactive relations of tree agencies to maximize cost effec-
tiveness in meeting the needs of battered r,omen Elizabeth Stone Resource
Center shall submit for approval , an updated agreement outlining the
interactive relationship between the Elizabeth Stone Resource Center,
the Consumer Credit Counsel inq Program and the Neighbor-to-Neighbor Commun-
ity Financial Association, to mayimize program cost effectiveness
UNITED DAY CARE CENTER
Services - Training 25 of 25 applicants satisfactorily complete the
Center ' s on-the-job day care teacher training Supportive Parent Program
114 of 468 parents of day care children will receive support and referral
services ano correct parenting problems Day Care 295 of 607 applicants
received 30,000 nays of child care Total cost of this program to the City
of Fort Collins shall be Seven Hundred Fifty Dollars ($750 00) per month
(59,000 00 annually) through December 31, 1980

VOLUNTEERS CLEARING HOUSE
Services - Life Skills Training 174 of 2UO applicants complete an
individually designed curriculum to increase their ability to proviae for
the material and nutritional needs of their families Total cost of this
program to the City of Fort Collins shall be Two Hundred Ninety-Five
Dollars and 33/100 ($295 33) per month ($3,543 96 annually) througn Decem-
ber 31, 1980

LPRIMER ASSUCIATION FOR PETARDED CITIZEN
Services - Respite Care 31 of 80 applicant families receive 8,060
hours of respite care from 40 trained volunteers Volunteer Advocacy
Training and Matching 60 of 100 applicants are hatched with volunteer
advocates Total cost of this proqram to the City of Fort Collins shall be
One Hundred Twenty-Five Dollars ($125 00) per month ($1 ,500 OO annually)

Sixty-Eight Dollars ($1,168 00) per month ($14,016 00 annually) through
December 31, 1980

the handicapped, monthly meetings of the Association, one cultural event
per month, and five handicapped representatives are transported to monthly
meetings of the City Handicapped Advisory Committee Total cost of this
prograrg to the City of Fort Collins shall be Lights-Seven Dollars and
50/100 ($87 50) per month (11,050 00 annually) through December 31, 1980

Services - 661 of 775 low income applicants receive full legal assist-
ance and representation in civil non-fee generating cases free of charge

Contract Stipulations - The agreement outlining the interactive
relationsnip between tire Llizabeth Stone Resource Center Consurier Credit

Counseling Program and tie Neighbor-to-Neighbor Community Financial Associ-
ation is updated to maximize program cost effectiveness, and Neighbor-to-
Neighbor enters into an aqreement which outlines the interactive role of
the Fort Collins Housing Authority, City Housing Renabilitation Program,
and Neighbor -to-Neighbor in maximizing cost effectiveness in assisting
eligible applicants to maintain or acquire decent , safe and sanitary
affordable housing No City revenue sharing funding shall be directed in
an} itiay to Neighbor-to-Neighbor housing production functions Neighbor-
to-Neighbor shall limit its functions to housing counseling as detined by

volunteer assignments, giving 100,000 hours of volunteer service to agen-
cies in Larimer County Total cost of this prograir to the City of Fort
Collins shall be Six Hundred Ninety-Nine Dollars ($695 00) annually

140,000 trips reouested, for 220,000 miles to destinations within Larimer

Contract Stipulations - Care-A-Van will compensate the City of Fort
Collins on the 15th day of each month for the following services to be
rendered by the City to Care-A-Van ( a) Vehicle maintenance report ser-
vice, (b) Vehicle maintenance, (c) Gas, tires, batteries, and accessories,
(d) Insurance pertinent only to service for Care-A-Van, and
WHEREAS, said agreements have been approved by the City Nanager and
the City Attoi ne) and the City Council desires to approve such agreements
and authorize their execution
NOW, THEREFORF, BE IT MAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the terms and conditions of the agreements above referred to
be, and tree same hereby are, accepted and approved
BE IT FURTHER RESOLVED that the funding for all such contracts shall
be frog revenue sharing funds
BE IT FURTHER RESOLVED that the City Manager and City Clerk be, and

on behalf of the City of Fort Collins
