OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING A POLICY STATEMENT ON
ECONOMIC DEVELOPMENT
WHEREAS, the best attraction that any city can provide for economic
development is to run a totally competent city government, soundly financed
and committed to providing innovative solutions to the problems caused by
regional growth, and
WHEREAS, economic development provides jobs, enhances the housing
market, strengthens the local retail market and the economic base of the
City, and
WHEREAS, the Council of the City of Fort Collins has considered these
factors and wishes to adopt a policy statement relating to economic
development in this area
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following is hereby established as the City of Fort
Collins Policy on Economic Development
CITY OF FORT COLLINS POLICY STATEMENT ON ECONOMIC DEVELOPMENT
I The City of Fort Collins is in favor of economic development and
encourages its location within the City of Fort Collins and within the
Urban Growth Area
2 The City will assist industries wishing to locate within the City and
the Urban Growth Area by authorizing the issuance of Industrial Revenue
Bonds, by joining (where financially sound) in approving public/private
partnership projects, thereby allowing public funds to be used to
leverage private investments without consuming public funds, or by
assisting industry in working out projects with other public bodies
3 The City will establish fee schedules in connection with the issuance
of Industrial Revenue Bonds earmarking a portion of the fees, not
needed to cover administrative charges, to be used for encouragement
of economic development in the City of Fort Collins
4 The City will promote the concept of a "Development Leader" on City
staff to assist developers through the development process
5 The City will create Development Manuals which contain rules and regu-
lations with special emphasis on the Land Guidance System in order to
call attention to interested industries that "no land use is auto-
matically excluded from a specific site"
Passed and adopted at a regular meeting of the City Council held
this 2nd day of February, 1982
