RESOLUTION 80-111
OF THE COUNCIL OF THE CITY OF FORT COLLINS
CONCERNING FINANCING OF A JOINT LAW ENFORCEMENT
COMPLEX BY THE CITY OF FORT COLLINS AND LARIMER COUNTY
WHEREAS, the Council of the City of Fort Collins and the Board of the
County Commissioners of Larimer County are in agreement that intergovern-
mental cooperation is desirable to provide governmental services in the
most cost-efficient manner, and
WHEREAS, the Council has directed its staff to evaluate the cost-
effectiveness of the construction of a Jointly-funded law enforcement
complex and jail facility, and
WHEREAS, Council has received a comprehensive evaluation of the
financial aspects of the proposed jointly-funded facility which demon-
strates the cost-effectiveness of said project, and
WHEREAS, the anticipated growth in both the City and the County will
create the need for additional facilities which can be more efficiently
provided through joint funding, and
WHEREAS, the Council endorses the proposed downtown location for the
law enforcement complex and jail facility which provides convenient access
to the public and reduces governmental expenditures, and
WHEREAS, the Council is aware that City residents will provide 48% of
the County' s sales tax revenue collected to finance the new jail facility
and the City residents will provide 38% of the County' s property tax
revenue, and
WHEREAS, the County is of the opinion that it must substantially
increase its office space and therefore cannot afford to jointly finance a
law enforcement facility with the City
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS AS FOLLOWS
Section 1 That the City Council hereby goes on record as opposing
the sales tax to be submitted by the Board of County Commissioners to the
voters on September 9th
Section 2 That the City Council recommends to the Board of County
Commissioners of Larimer County that they place a General Obligation Bond
Issue on the ballot for the November, 1980 election for the purpose of
financing a complex including a Joint law enforcement center located on the
downtown Fort Collins site at a cost of approximately $13,000,000

Section 3 That the City Council provide a commitment to the County
i which the City agrees to purchase the land for tiie downtown site under a
'ease-purchase arrangement, while the County provides funding and con-
.ructs the joint law enforcement complex and jail facility from authorized
^venues
