OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES
RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND
TO COMMISSION AN ARTIST TO CREATE ART ELEMENTS
FOR THE CSU TRANSIT CENTER PROJECT
WHEREAS, the City, in conjunction with Colorado State University, is currently
constructing an addition to the Colorado State University Transit Center(the"Project"); and
WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the
funds appropriated for the Project was set aside in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the
maintenance, repair or display of works of art, and administrative expenses related to the Art in
Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council
in Ordinance No. 047, 1998 (the "Guidelines"); and
WHEREAS,the Art in Public Places Board(the`Board"), selected an artist for this project
using an RFP process through the City's Purchasing Department; and
WHEREAS,David Griggs(the"Artist")was selected to work with the Transit Center Project
Team to create a design concept appropriate to the Project site; and
WHEREAS, the Board evaluated the Artist's final design at its regular meeting on July 20,
2005, pursuant to the Guidelines; and
WHEREAS,based on that evaluation,the Board voted to recommend the Artist's proposal
for artwork at the Project site that will consist of various art elements to be placed in the new"great
hall"entrance to the Transit Center, including a stained concrete floor, interior glass panels for the
atrium railing, a wall relief, and exterior railing panels for a balcony(the "Art Project"); and
WHEREAS,the estimated cost to create the Art Project,including commission of the Artist,
fabrication, installation and contingency for the Art Project, is $65,936; and
WHEREAS, those funds are available in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund,and are appropriated as part of the 2006 budget,to provide for
the artist design fees, fabrication, installation and contingency for the Art Project; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval,because the cost of the art exceeds
$10,000.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Council hereby authorizes the expenditure of up to SIXTY FIVE THOUSAND
NINE HUNDRED THIRTY SIX DOLLARS ($65,936) from the Art in Public Places reserve
account in the Cultural Services and Facilities Fund for the Art Project, which will incorporate
artwork including stained concrete,interior glass panels,a wall relief,and exterior railing panels into
the"great hall"entrance to the Colorado State University Transit Center,which project is proposed
by the artist David Griggs, and the conceptual design of which was reviewed and approved by the
Art in Public Places Board on July 20, 2005.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 16th
day of May, A.D. 2006.
