HomeMy WebLinkAbout1984-081-05/15/1984-AUTHORIZING THE CITY TO ENTER INTO AN AGREEMENT WITH THE LARIMER-WELD REGIONAL COUNCIL OF GOVERNMENT RESOLUTION 84-81 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE CITY TO ENTER INTO AN AGREEMENT WITH THE LARIMER-WELD REGIONAL COUNCIL OF GOVERNMENTS FOR WATER QUALITY MANAGEMENT STUDIES WHEREAS, the City operates municipal wastewater treatment systems which are required to have NPDES permits under Section 402 of the Federal Clean Water Act; and WHEREAS, the City is designated as a water quality management agency and has accepted certain responsibilities as set forth in the locally adopted, State certified and U.S. Environmental Protection Agency approved Areawide Water Quality Management Plan for Larimer and Weld Counties, Colorado; and WHEREAS, the LWRCOG is designated by the Governor of the State of Colorado as an Areawide Waste Treatment Management Planning Agency for carrying out certain responsibilities under Section 208 of the Federal Water Pollution Control Act as amended, including development and imple- mentation in a regional water quality monitoring program as set forth in the Water Quality Management Plan for Larimer and Weld Counties; and WHEREAS, the City operates a high mountain water storage reservoir; and WHEREAS, the City wishes to engage the services of LWRCOG to coordi- nate the technical development, evaluation and administration of its various water quality monitoring and investigative studies through the aformentioned regional water quality monitoring program for the purpose of ensuring that any capital expenditures and operation and maintenance costs for water and wastewater treatment for point and/or non-point source pollution control , as determined by State stream classifications, numeric standards and NPDES permit conditions are based upon technically valid water quality and water resource information. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager be, and he hereby is, authorized and directed to enter into an agreement with the Larimer-Weld Regional Council of Governments under the terms of which the LWRCOG would perform water quality and water resource management studies for the period January 1, 1984, through December 31 , 1984, for a sum not to exceed Thirty-Six Thousand One Hundred and Ninety-Three Dollars and Seventy-Two Cents ($36 ,193 .72) .
