OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES
RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND
TO COMNIISSION AN ARTIST TO CREATE"100 DAYS OF SUMMER": AN
INTERACTIVE SCULPTURE FOR THE CITY PARK POOL PROJECT
WHEREAS,the City is in the process of renovating the City Park Pool(the"Pool Project");
and
WHEREAS,pursuant to Section 23-304 of the City Code,one percent of funds appropriated
for the Pool Project was required to be deposited into the Art In Public Places Reserve Account in
the Cultural Services and Facilities Fund to fund works of art in accordance with the Art in Public
Places Guidelines adopted by Council in Ordinance No. 47, 1998 (the "Guidelines"); and
WHEREAS, the Art in Public Places Board(the "Board")evaluated the design concept of
artist Joe McGrane at its November 20, 2002 regular meeting, pursuant to the Guidelines; and
WHEREAS,based on that evaluation,the Board approved artist Joe McGrane's proposal of
an interactive sculpture that would serve as a focal point for the entrance to the City Park Pool, and
would include pre-cast concrete wave walls, sandstone seating boulders, and special paving (the
"Sculpture"); and
WHEREAS, the estimated cost to create the Sculpture, including commission of the artist,
fabrication, installation and contingency is $13,861; and
WHEREAS, these funds are available in the Art in Public Places Reserve Account in the
Cultural Facilities and Services Fund,and will be appropriated as part of the 2003 budget,to provide
for the artist design fees, fabrication, installation and contingency for the Sculpture; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval,because the cost of the art exceeds
$10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Council hereby authorizes the expenditure of up to THIRTEEN
THOUSAND EIGHT HUNDRED SIXTY-ONE DOLLARS($13,861)from the Art in Public Places
reserve account in the Cultural Facilities and Services Fund for the interactive sculpture entitled"100
days of Summer", to be installed at the City Park Pool, proposed by artist Joe McGrane, the
conceptual design for which was reviewed and approved by the Art in Public Places Board on
November 20, 2002.
Passed and adopted at a regular meeting of the City Council held this 18th day of February,
A.D. 2003.
