OF THE COUNCIL OF THE CITY OF FORT COLLINS
DIRECTING STAFF TO INVESTIGATE THE POTENTIAL FOR CITY
PARTICIPATION OR ASSISTANCE IN FINANCING THE RETROFITTING OF
EXISTING HIGH-RISE BUILDINGS TO CONFORM WITH LIFE SAFETY
REQUIREMENTS
WHEREAS, in 1980-1981, the Poudre Fire Authority epared a Fire
Protection and Emergency Services Master Plan which in udes recommenda-
tions for the future growth and development of fire protection in the
community; and
WHEREAS, said Master Plan included the re ommendation that all
existing high-rise buildings should be retrofitt with automatic sprink-
lers and that the City should consider partic' ating in financing that
recommendation; and
WHEREAS, on November 20, 1984, the Ci y Council adopted, on first
reading, Ordinance No. 172, 1984 which am ded the Uniform Fire Code to
include life safety requirements for exi ting high-rise buildings which
allows owners of existing high-rise buil ngs the choice of compartmental-
ization or installing a sprinkler syste and
WHEREAS, the City Council wishes o explore the possiblity of reducing
the economic burden of the life sa ety requirements set out in Ordinance
172, 1984, on the owners of existi high-rise buildings.
NOW, THEREFORE, BE IT RES VED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City staff is ereby directed to investigate the potential
for City assistance in setti g up financial mechanisms which would reduce
the economic burden on owne s of existing high-rise buildings or partici-
pation in financing the co t of complying with Ordinance No. 172, 1984 and
to work with such owne s in exploring all options. Staff is further
directed to submit the esults of such investigations to the City Council
for its review and co sideration in determining what, if any, action the
City will take with r gard to this issue.
