HomeMy WebLinkAbout1984-051-03/20/1984-REFERRING AN INITIATED RESOLUTION CONCERNING A MUTUAL NUCLEAR WEAPONS MORATORIUM BETWEEN THE UNITED RESOLUTION 84- 51 OF THE COUNCIL OF THE CITY OF FORT COLLINS REFERRING AN INITIATED RESOLUTION CONCERNING A MUTUAL NUCLEAR WEAPONS MORATORIUM BETWEEN THE UNITED STATES AND THE SOVIET UNION TO THE QUALIFIED ELECTORS OF THE CITY WHEREAS, under Section 1, Article XVII of the Charter of the City of Fort Collins, the qualified electors of the City may submit any proposed ordinance or resolution to the Council of the City of Fort Collins; and WHEREAS , the Clerk of the City of Fort Collins has received and validated a petition proposing a resolution concerning a mutual nuclear weapons moratorium between the United States and the Soviet Union; and WHEREAS, under Section 2, Article XVII of the Charter of the City of Fort Collins, Council shall pass said proposed resolution without alter- ation within thirty days, or shall submit the same to a vote of the quali- fied electors of the City of Fort Collins; and WHEREAS, the City Council has chosen to submit said proposed reso- lution to a vote of the qualified electors of the City of Fort Collins. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS: Section 1 . That there is hereby submitted to the qualified voters of the City of Fort Collins at a special election on May 1 , 1984, the question of whether or not the following initiated resolution should be adopted: INITIATED RESOLUTION CONCERNING A NUCLEAR WEAPONS MORATORIUM BETWEEN THE UNITED STATES AND THE SOVIET UNION WHEREAS, the nuclear arms race threatens the prosperity and security of Fort Collins and the United States: -by draining scarce scientific, material and financial resources needed for private and public investment, and the creation of jobs, -by encouraging the spread of nuclear weaponry throughout the world, -by posing a grave and increasing threat of global nuclear war, and -by inflicting psychological harm resulting from the threat to the future of ourselves and our children. NOW, THEREFORE, BE IT RESOLVED BY THE CITIZENS OF THE CITY OF FORT COLLINS, COLORADO, AS FOLLOWS: Section 1 . That we call upon the Congress of the United States to suspend funds for the testing of nuclear warheads and for the testing and deployment of ballistic missiles, provided the Soviet Union simultaneously halts the same activities. These activities are currently being monitored with high confidence by both the United States and the Soviet Union. Section 2. That we call upon the President of the United States to propose to the Soviet Union a bilateral , verifiable freeze on the testing, production and deployment of all nuclear warheads and delivery systems, utilizing on-site inspection as needed. Section 3. That, immediately following the signing and ratification of a comprehensive bilateral nuclear weapons freeze agreement, we call upon the President of the United States to propose to the Soviet Union deep reductions in the nuclear arsenals of both countries. Section 4. That we call upon the President of the United States to do all in his power to prevent the acquisition by non-nuclear nations of technology and materials needed to produce nuclear weapons, and to propose a multilateral nuclear weapons freeze to all nations producing such weapons. Section 5. That we call upon the Mayor of the City of Fort Collins, Colorado to expeditiously inform our federal congressional delegation and the President of the United States of the adoption of this measure, and provide the aforementioned officials with a complete text of the resolution. Section 2. That said initiated resolution is hereby submitted to the qualified electors of the City for Fort Collins at the special election to be held in the several precincts of the City on Tuesday, May 1 , 1984, in substantially the following form: CITIZEN INITIATED RESOLUTION A resolution calling upon the Congress to suspend funds for the testing of nuclear warheads and for the testing and deployment of ballistic missiles provided the Soviet Union simultaneously halts the same activities, calling upon the President to propose to the Soviet Union a bilateral and verifiable nuclear weapons freeze followed by deep reductions, and calling upon the President to take action to limit the spread of nuclear weaponry throughout the world and to propose a multi- lateral nuclear weapons freeze to all nations producing such weapons.
