OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE GENERAL CITY CAPITAL PROJECTS
PORTION OF THE CAPITAL PROJECTS FUND
FOR THE CITY'S 1985-1989
CAPITAL IMPROVEMENTS PROGRAM
WHEREAS, the Council established the Project RECAP (RE-evaluation
of CApital Projects) Committee by Resolution #83-86 , dated May 3, 1983, to
accomplish its intention "to develop and implement a program for soliciting
citizen involvement and participation in formulating a Capital Improvements
Program"; and
WHEREAS, the recommendations of the Project RECAP Committee were
considered and incorporated into the 1984 budget as adopted by Council , and
Council directed the Project RECAP Committee to continue its work and
examine the General City Capital needs of the City for the years 1985
through 1989 and submit its recommendations to Council ; and
WHEREAS, the Council has received a recommendation from the Project
RECAP Committee that the City' s "essential " General City Capital needs for
the years 1985 through 1989 total $14,449,200. Projects in this category
are those which the RECAP Committee has defined as ". . .important to the
health, safety, welfare and maintenance of existing infrastructure in the
next five years. The projects cover a diversity of needs and will enhance
the community overall . They should be funded from the projected revenues
dedicated to capital projects by current policies."; and
WHEREAS, based upon projections used in the development of the City' s
1984 Budget, as adopted by Resolution 83-172, it presently appears that
adequate funds will be available to accomplish these essential General City
Capital Projects in the years 1985 through 1989; and
WHEREAS, the City Manager shall , prior to the first Monday in Septem-
ber, 1984, submit to the Council a proposed budget for the next ensuing
budget year with an explanatory and complete financial plan for each fund
of the City, pursuant to the provisions of Section 2, Article V , of the
City Charter; and
WHEREAS, the Council , thereafter, within ten (10) days after the
filing of said budget estimate, shall set two dates in September, 1984, as
the dates for a public hearing thereon and cause notice of such Public
Hearings to be given by publication pursuant to Section 3, Article V, of
the City Charter.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the General City Capital Projects portion of the Capital
Projects Fund as identified by the RECAP Committee as "essential " and
totalling $14,449,200, as shown below, shall be incorporated into the 1985
budget to the extent possible, based upon revenue projections and public
hearings to be accomplished in the process of the development of the 1985
budget. The essential General City Capital Projects, as recommended to
Council by the Project RECAP Committee on February 14, 1984 are as follows:
