HomeMy WebLinkAbout1984-010B-01/03/1984-MAKING RECOMMENDATIONS TO THE PLANNING AND ZONING BOARD ON AIR QUALITY CONDITIONS FOR THE ANHEUSER-B RESOLUTION 84-10 b OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING RECOMMENDATIONS TO THE PLANNING AND ZONING BOARD ON AIR QUALITY CONDITIONS FOR THE ANHEUSER-BUSCH PLANNED UNIT DEVELOPMENT WHEREAS, Anheuser-Busch has submitted an air quality permit applica- tion for a major new source of air emissions; and WHEREAS, EQUATAC has reviewed Anheuser-Busch' s permit and made recom- mendations concerning the permit to the City Council and to the community; and WHEREAS, given current economic and supply conditions, it is the stated intent of Anheuser-Busch to use natural gas as a primary fuel at their site with fuel oil as an alternative fuel ; and WHEREAS, the City Council has held one information session and two public hearings on air quality and the Anheuser-Busch permit application. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS: Section 1. Anheuser-Busch PUD Conditions. The City Council hereby recommends the Planning and Zoning Board include the following air quality conditions in the Anheuser-Busch planned unit development: 1. Emissions of S02 (sulfur dioxide) from the boilers will be limited to 970 tons per year. 2. If Anheuser-Busch uses oil for more than fifteen (15) days during the months of October-March, Anheuser-Busch agrees to monitor ambient air levels of S02. 3. Anheuser-Busch agrees to carry out continuous ground level ambient air monitoring of oxides of nitrogen (NOx) , and total suspended particulates (TSP) year round. Reports to the city will include three (3) hour and twenty-four (24) hour concen- trations. Such monitoring may be discontinued upon the deter- mination of EQUATAC and Council that a reasonable sample has been obtained and future monitoring is unnecessary. 4. For any expansion of the brewery resulting in S02 emissions greater than 970 tons per year, Anheuser-Busch will conduct a local air quality analysis. 5. Steam generated by the Anheuser-Busch boilers will be used only for the brewery unless prior City approval is obtained.
