OF THE COUNCIL OF THE CITY OF FORT COLLINS
EXPRESSING APPRECIATION AND GRATITUDE
POSTHUMOUSLY TO RALPH M. SMITH FOR HIS
CONTRIBUTIONS TO THE COMMUNITY
WHEREAS, Ralph M. Smith began a career in law enforcement in 1951;
and
WHEREAS, Ralph M. Smith served as Chief of Police for the City of Fort
Collins from June 5, 1967, until his sudden death on January 2, 1984;
and
WHEREAS, Chief Ralph M. Smith was a progressive force in City govern-
ment, leading the Fort Collins Police Department, during his 16 1/2 years
of service, in the development of many significant department and community
programs; and
WHEREAS, Chief Ralph M. Smith was also well known and respected by
other law enforcement agencies because of his service on many regional and
statewide commissions and committees, such as the Governor' s Task Force on
Drunk Driving, and because of his activities in professional organizations
such as the International Association of Chiefs of Police and the Colorado
Chiefs of Police; and
WHEREAS, Chief Ralph M. Smith led the department to a position of
leadership, respect, and recognition as a high quality law enforcement
organization, which position will be a lasting testimony; and
WHEREAS, Chief Ralph M. Smith has earned respect and gratitude within
the Fort Collins community because of his many community and church activi-
ties, and most recently, because of his active involvement in coordinating
the National Law Enforcement Explorer Conference held in Fort Collins
in 1983; and
WHEREAS, the Council of the City of Fort Collins on behalf of the
staff of the City and on behalf of the community wishes to formally
express its appreciation and gratitude to Ralph M. Smith posthumously for his many contributions to this community, and to express its profound and
sincere sympathy to his widow, Mary E. Smith, and to his entire family.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the City Council adopt this Resolution to provide an enduring
record of the contributions of Chief Ralph M. Smith to the City of Fort
Collins, the Fort Collins Police Department, and the Fort Collins community.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 3rd day of anu y, 1984.
