HomeMy WebLinkAbout1984-007-01/03/1984-MAKING COMMENTS TO THE COLORADO DEPARTMENT OF HEALTH AND THE ENVIRONMENTAL PROTECTION AGENCY PERTAIN RESOLUTION 84-7 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING COMMENTS TO THE COLORADO DEPARTMENT OF HEALTH AND THE ENVIRONMENTAL PROTECTION AGENCY PERTAINING TO THE ANHEUSER-BUSCH AIR QUALITY PERMIT WHEREAS, the citizens of the City of Fort Collins have established goals to maintain the clean air in the community; and WHEREAS, Anheuser-Busch has submitted an air quality permit appli- cation for a major new source of air emissions in Fort Collins; and WHEREAS, the City Council has appointed an Environmental Quality Technical Advisory Committee (EQUATAC) to review and make recommendations concerning Anheuser-Busch' s permit; and WHEREAS, EQUATAC' s recommendations have been presented to the City Council and the community; and WHEREAS, the City Council has held one information session and two public hearings on the Anheuser-Busch permit application. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following comments be presented to both the State Depart- ment of Health and the Environmental Protection Agency: I. Best available control technology should be required for all emissions from the brewery. The new source performance standards for the emissions of oxides of nitrogen of .3 pounds per million BTU when residual oil is used and .2 pounds per million BTU when natural gas is used should be required if determined by EPA to be technically feasible. 2. The emissions data in the emission source inventory used by Anheuser-Busch for the Platte River Power Authority Rawhide Plant are below either realistic operating levels or permitted levels for sulfur dioxide and particulate matter.
