RESOLUTION 84-6
OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING AIR QUALITY GOALS FOR THE COMMUNITY
AND DIRECTING STAFF AND EQUATAC TO IMPLEMENT
AIR QUALITY GOALS
WHEREAS, the citizens of the City of Fort Collins desire to maintain
the clean air in the community; and
WHEREAS, the City Council has appointed an Environmental Quality
Technical Advisory Committee (EQUATAC) to identify air quality problems and
develop appropriate solutions.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS:
Section 1 . Air Quality Goals. The following air quality goals are
hereby established for the City of Fort Collins.
1. It is the overall goal of the City to maintain a clean air
environment.
2. The City will establish an air quality control program for
existing and future major source contributors of air emissions.
3. The City will require new source contributors to limit emis-
sions below those allowable by Federal and State agencies in
their normal permitting process.
4. The City will establish an air quality monitoring program to
identify air quality problems and to determine the necessity
of initiating air quality control measures.
5. The City will establish a comprehensive air quality enhancement
program to attack all causes that would degrade air quality.
Section 2. Staff-EQUATAC Direction. The City Council hereby gives
staff and EQUATAC the following charges:

to include:
• Ambient air quality levels not to be exceeded.
• Specific pollutants to be included.
• Types of activities to be regulated including both existing
and future activities.
• Definition of acceptable improvement measures
• Mechanisms for enforcement including appropriate penalties
for non-compliance.
2. Develop a monitoring program which will :
• Provide data necessary to determine the need to initiate the
above described air quality program.
• Identify other air quality problems in the community.

Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 3rd day of Janu 1984.
