OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO EXECUTE AN
INTERGOVERNMENTAL AGREEMENT WITH THE
COLORADO DEPARTMENT OF TRANSPORTATION
FOR THE DESIGN AND CONSTRUCTION OF EAST MOUNTAIN
TROLLEY TRACK ENHANCEMENTS
WHEREAS,the City operated a street car system along certain streets in Fort Collins from
1907 to 1951,and restored the street car service on certain portions of West Mountain Avenue where
the historic trolley presently operates; and
WHEREAS,because of the difficulty of crossing the Burlington Northern-Sante Fe Railroad
tracks, there are no plans to extend the historic trolley line east across College Avenue even though
on East Mountain Avenue there are several sections of trolley brick and light rail exposed to view;
and
WHEREAS, these sections are severely deteriorated, uneven, unsightly and patched with
asphalt after almost 100 years in the street; and
WHEREAS,the City Council has determined that the rehabilitation of these sections of street
car track along East Mountain Avenue between College Avenue and Peterson Street would be
beneficial to the City by preserving this architectural remnant of the: street car system and by
enhancing the historic ambiance of the plaza entrance to historic Old Town; and
WHEREAS, the Council further believes that such rehabilitation of the brick roadbed and
light rail tracks along East Mountain Avenue would result in safer passage for pedestrians and
bicycles over the road bed; and
WHEREAS,the City has received a grant from the North Front Range Metropolitan Planning
Organization Transportation Enhancement Grant Program in the amount of $107,640 and has
received a pledge of funding from the Downtown Development Authority_ in the amount of$10,000,
and has funds available in the City's pavement management program in the amount of$10,000 and
in the City's Advance Planning Department funds in the amount of$6,910 for a total project cost
of$134,500; and
WHEREAS, the City Council has determined that the City should enter into an
intergovernmental agreement with the Colorado Department of Transportation for the design and
construction of the East Mountain Trolley Track Enhancements.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Mayor is hereby authorized to execute an intergovernmental agreement with the
Colorado Department ofTransportation for the design and construction ofthe East Mountain Trolley
Track Enhancements for a total project cost of$134,500, with such funding to be apportioned as
provided above.
