HomeMy WebLinkAbout2004-137-11/16/2004-EXPANDING THE DUTIES AND FUNCTIONS OF THE COUNCIL COMPENSATION AND BENEFITS COMMITTEE RESOLUTION 2004-137 OF THE COUNCIL OF THE CITY OF FORT COLLINS EXPANDING THE DUTIES AND FUNCTIONS OF THE COUNCIL COMPENSATION AND BENEFITS COMMITTEE WHEREAS, on December 16, 2003, the City Council adopted Resolution 2003-147, establishing an ad hoc Compensation and Benefits Committee (the "Committee"), consisting of Councilmembers Kurt Kastein and Eric Hamrick, to participate in the process of selecting a consultant to review and make recommendations to the Council regarding employee compensation and benefits; and WHEREAS, the duties and functions of the Committee also included working with the consultant and City staff to generate a final report to the Council regarding employee compensation and benefits, which report (the "Gallagher Report") was submitted to the Council on August 11, 2004; and WHEREAS,during its meetings with City staff,the Committee identified several additional issues that it believes should be addressed by the Council and, toward that end,the Committee has recommended that the Council extend its existence and expand the scope of its work. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Committee is hereby directed to re-convene, as often as it deems necessary, to address the following issues regarding employee compensation and benefits and to submit recommendation regarding the same to the Council no later than March 31, 2005: a. whether and how to implement the various cost savings options referenced in the Gallagher Report; b. to develop a unified strategy to address both the rising cost of medical benefits and the competitiveness of the City's pay plan relative to the Council's 70th percentile pay philosophy; C. whether and how to develop an "HR Metrics" approach to employee compensation and benefits, whereby the Council would establish certain parameters based upon a desired ratio of personnel costs to overall operating costs within which the City Manager would fix the compensation and benefits of City employees; and d. any other issues relating to employee compensation and benefits that the Committee and the Interim City Manager agree to submit to the Committee for its consideration.
