HomeMy WebLinkAbout1996-109-09/07/1996-ADDITIONAL AREAS ENTERPRISE ZONE LARIMER COUNTY APPLICATION SEEKING INCLUSION RESOLUTION 96-109 OF THE COUNCIL OF THE CITY OF FORT COLLINS SUPPORTING LARIMER COUNTY'S APPLICATION TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS SEEKING INCLUSION OF CERTAIN ADDITIONAL AREAS WITHIN THE EXISTING ENTERPRISE ZONE WHEREAS, the City of Fort Collins has adopted an Economic Development Policy to encourage business development and job creation in the community; and WHEREAS, the City of Fort Collins supports regional cooperation among jurisdictions in Larimer County to achieve community goals for economic and business development; and WHEREAS, City Council supported the applications made by Larimer County to the State of Colorado Department of Local Affairs in February 1993, and August 1994 for the establishment, and amendment of an Enterprise Zone in Fort Collins; and WHEREAS, Enterprise Zone designation enables businesses located within the Zone to benefit from state tax credits which are available; and WHEREAS, City Council believes that areas of the City that qualify for Zone designation pursuant to state law and criteria, and are compatible with the City's land use regulations, should be included within the Enterprise Zone; and WHEREAS, the Council further believes that it would be inappropriate to include within either the existing or the expanded boundaries of the Enterprise Zone, any publicly owned natural open spaces, or any properties within 200 feet of the Poudre River that are not presently developed or that have not received final development approval from the appropriate governing body; and WHEREAS, business assistance through the state-sponsored Enterprise Zone Program is consistent with the City's aforementioned Economic Development Policy; and WHEREAS,Larimer County has agreed to expand the existing Enterprise Zone in order to incorporate additional business areas that are eligible for inclusion and consistent with local policies; and WHEREAS, state law provides a process whereby local jurisdictions may apply to have an existing Enterprise Zone expanded; and WHEREAS, state law further requires that all applications for Enterprise Zone amendment include a resolution of support from local jurisdictions. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Council supports the application of Larimer County to expand the local Enterprise Zone as indicated on Exhibit "A", attached hereto and incorporated herein by this reference, which map specifies the current and proposed Zone boundaries; provided, however, that neither the existing nor the expanded boundaries of the Enterprise Zone should include any publicly owned natural areas or open spaces, nor any properties within 200 feet of the Poudre River that are not presently developed or that have not received final development approval from the appropriate governing body.
