OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING RESOLUTION 94-68 ACCEPTING THE REPORT OF THE
DIRECTOR OF ENGINEERING AND DIRECTING STAFF TO PROCEED WITH
THE CHOICES 95 SHIELDS STREET IMPROVEMENT PROJECTS
WHEREAS, on April 19, 1994, the City Council adopted Resolution 94-68
accepting the Report of the Director of Engineering and directing staff to
proceed with the Choices 95 Shields Street improvement projects, consisting of
the Shields Street, Laurel to Prospect, project and the Prospect-Shields
Intersection project, collectively referred to as ("the Projects") ; and
WHEREAS, by the adoption of said Resolution, the City Council determined
that the right turn lanes previously proposed as part of the Projects for
construction at the intersections of Shields and Laurel Streets, Shields and
Elizabeth Streets and Shields and Prospect Streets should be eliminated from the
Projects, so as to better promote the use of alternative modes of transportation
in the City and to enhance the safety of bicyclists and pedestrians along Shields
Street; and
WHEREAS, since the date of adoption of Resolution 94-68, the City Council
has received additional information from City staff and members of the public
calling into question the advisability of eliminating the foregoing right turn
lanes; and
WHEREAS, in Council 's judgment, the above-mentioned intersections already
present significant safety concerns because of the substantial number of
bicyclists and pedestrians who utilize such intersections, and these safety
concerns would likely be compounded by the addition of right turn lanes at such
intersections; and
WHEREAS, the right turn lanes at the intersections of Shields and Laurel
Streets and Shields and Prospect Streets appear to be unnecessary for the
efficient flow of vehicular traffic at those locations; and
WHEREAS, Council believes that the only remaining right turn lane which
should be constructed as part of the Projects is the right turn lane at the
intersection of Shields and Elizabeth Streets; and
WHEREAS, irrespective of the construction of right turn lanes at the
foregoing intersections, it would be in the best interests of the City to
investigate additional and more effective means of protecting the safety of
bicyclists and pedestrians at said locations.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1. That Resolution 94-68 of the Council of the City of Fort
Collins is hereby amended so as to reinstate the right turn lane proposed for
construction at the intersection of Shields and Elizabeth Street, as proposed by
the Director of Engineering in his report dated April 13, 1994.
Section 2. That the City Manager is hereby directed to present for
Council 's consideration on or before June 7, 1994, an ordinance appropriating
such additional funds as may be necessary to complete the construction of the
Projects as approved by this Resolution.
Section 3. That the City Manager is further directed to investigate
additional methods for controlling traffic flows at all of the foregoing
intersection, so as to make the same more safe for bicyclists and pedestrians,
and to report to the City Council with regard to such efforts on or before August
1, 1994.
Passed and adopted at a continued regular meeting of the City Council held
this 10th day of May, A.D. 1994.
