HomeMy WebLinkAbout1997-128-09/16/1997-AMENDING RESOLUTION 1997-067 AND RESOLUTION 1997-110 ADOPTING CERTAIN RULES OF PROCEDURE GOVERNING T RESOLUTION 97-128 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING RESOLUTION 97-67 AND RESOLUTION 97-110 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING CERTAIN RULES OF PROCEDURE GOVERNING THE CONDUCT OF CITY COUNCIL MEETINGS WHEREAS,on May 6, 1997,the City Council adopted Resolution 97-67 which established certain rules of procedure governing the conduct of City Council meetings; and WHEREAS,one of the rules of procedure adopted by the Council pursuant to Resolution 97- 67 limited individual citizen input during the citizen participation segment of each Council meeting to a maximum of three (3)minutes per person; and WHEREAS,the Council believes that such limitation should be expanded to a maximum of five(5)minutes per person during the citizen participation segment of the Council meetings, subject to modification by the Mayor under certain circumstances, so as to better afford citizens an opportunity to address items of interest not scheduled for Council's consideration on the agenda of that particular meeting, and that the three (3) minute limitation should remain in effect for citizen comment received with regard to agenda items; and WHEREAS,on August 5, 1997,the Council adopted Resolution 97-110 to amend Resolution 97-67 in the manner described above; and WHEREAS, Resolution 97-110, according to its terms, expanded the time limits for all citizen input from three (3) minutes to five (5)minutes per person; and WHEREAS, the Council wishes to amend both Resolutions to correctly reflect Council's intent with regard to the different time limitations for citizen input during the citizen participation segment of Council meeting versus citizen input on agenda items. NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, as follows: Section 1. That Section l.a.of Resolution 97-67 and Section 1 of Resolution 97-110 are hereby amended so as to read in their entirety as follows: a. Citizen comment during the"citizen participation" segment of each meeting will be limited to a maximum of five (5) minutes per person. If, in the discretion of the Mayor, the number of persons wishing to speak during citizen participation would unduly prolong that portion of the meeting, the Mayor may reduce the time allowed for such individual citizen input. Citizen comment regarding agenda items will be limited to a maximum of three (3) minutes per person. Section 2. That,except as hereinabove amended,the provisions of Resolution 97-67 shall remain in full force and effect.
