HomeMy WebLinkAbout1995-113-08/01/1995-AFFORDABLE HOUSING COUNCIL POLICY AGENDA 1995-97 DELIBERATIVE DEMOCRACY ECONOMY GOALS INTEGRATED PLA RESOLUTION 95-113 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING HE 1995=97 COUNCIL POLICY AGENDA WHEREAS, under Article 11 of the City Charter, the City Council is responsible for the determination of all matters of City policy and for the provision of all public services; and WHEREAS, the Council has met with the City Manager and the members of the Executive L.ead'Team to discuss the Council's vision for the Council's policy work over the next two years; and WHEREAS, the Council-has-identified seven major thetne-areas in which it wishes to concentrate its efforts during the Council session; and WHEREAS, the City Manager and the Executive Lead Team have worked with the City Council to create a work program that addresses Council's vision for its policy making in the coming two years; and WHEREAS, the Council wishes to formally establish a Policy Agenda which will provide a guideline for the Council and citizens of the City for tracking the goals established by the Council and evaluating the accomplishments of the organization; and WHEREAS, the Policy Agenda will provide a framework for the work plans of City staff. NOW, THEREFORE BE 1T RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: 1) That the Council hereby adopts the following summary of the major policy areas that it will focus on during the next two years: • Integrated Planning for the Future of Our Community • Promoting Affordable Housing • Working with other Governmental Agencies to Achieve Common Goals. • Recognizing Youth as a Vital Part of the Community • Ensuring a Vital and Sustainable Local Economy • Protecting our Long-term Financial Position Building Deliberative Democracy 2) The Council hereby adopts the Theme Areas and Problem Statements attached hereto as "Exhibit A" and incorporated herein by this reference. These Theme Areas and Problem Statements shall create the framework for the major policy work that will be addressed by the City Council during the next two years. Passed and adopted at a regular meeting of the Co of the City of Fort Collins held this 1 st day of August, A.D. 1995. ayor ATTEST: City Clerk 1995-97 City Council Policy Agenda August 1, 1995 Exhibit A THEME: Economic vitality/Sustainability THEME 1' Ensuring a Vital and Sustainable Local Economy PROBLEM STATEMENT: What is the City's role in enhancing the prosperity of the community and the prosperity of individual citizens? The City should examine its role in encouraging the enhancement and mix of job opportunities; encouraging entrepreneurs and new business start-ups; encouraging state-of-the-art training of the work force to meet demands; preparing to receive 21st Century technology by providing high performance infrastructure; and protecting our natural and physical environment. As new growth occurs, we must ensure that it pays its own share of the costs of development and a fair share of the cost of growing service demands. PROJECTS/PRODUCTS: 1. A. Fiscal Impact Model: Examine the fiscal and environmental impacts(costs/benefits)of basic industrial and commercial development projects;develop fiscal impact model that will assist Council and staff in evaluating the impacts from such projects. 1. B. Alternatives to Economic Incentives: Develop alternatives to using economic incentives to encourage the expansion of meaningful jobs through new business start-up and existing industry/business enhancement. 1. C. Business/Small Business Outreach and Facilitation: Explore and develop an"Incubator Without Walls." 1. D. Redevelopment Policies: Evaluate Re-development standards and policies for commercial and business uses. 1. E. Telecommunications Policy: Develop Telecommunications Policy which defines the roles and responsibilities of the City in promoting technology infrastructure in the future. (See Long-term Financial Policies.) a2agrnd&&c 1 8/2/95 THEME: Tutegrated Ptaanng: City Plan THEME 2 Inte t4adPlwmingfor t&Fzthtreyf Our Community T PROBLEM STATEMENT: Develop a comprehensive plan for the community that updates the City's goals and policies, links the master plans that have been developed into a cohesive strategy for providing public facilities that support these policies, and create tools to implement these and future policies. Emphasis should be on the close coordination between land use and transportation planning, and the benefits to air quality,urban design and neighborhood building. PROJECTS/PRODUCTS: 2. A. City Plan Goals and Objectives: Prepare and adopt a vision and goals document. 2. B. Growth Management/Land Use: I. Prepare and adopt City Structure Plan. 2. Prepare and adopt policies,guidelines and standards for activity centers, civic center, other special areas,neighborhoods and transportation corridors. 3. Amend and update development code and policies, including: • Capital Improvement Program/Phasing Criteria • Design guidelines and standards • Urban Growth Area Agreement • Annexation Policies 2.C. Development Review Process: Evaluate opportunities to improve the Development Review Process. 2. D. Historic Preservation: Continue implementation of Historic Resource Preservation Program. 2. E. Transportation Plan: Complete Transportation Plan,including the following elements: 1) Congestion Management Plan recommendations 2) Transportation Demand Management Program(TDM) 3) Transit Development Plan (TDP) 4) Bikeways Plan 5) Pedestrian Plan 6) Master Street Plan 7 Downtown Parking Plan 2. F. Alternate Modes: Enhance Multi-modal Transportation campaign. 2. G. Trucks: Develop a regional/interstate approach to minimizing truck traffic on US 287/Colorado 14. 2. H. Downtown Projects: 1) Continue to implement GID#1 Improvements. 2 Develop Civic Activity Center project. 2. 1. Eastside/Westside Neighborhoods: Adopt Eastside/Westside Neighborhood Design Guidelines. 2. J. West Central Neighborhood: Prepare and adopt West Central Neighborhood Plan. They involve many other entities--the County, other cities, the school district, the state, the federal government and non-profit agencies. We must develop strategies for addressing regional issues with regional solutions, and play a leadership role in these areas. We must also help to ensure that our community values life-long learning. PROJEC TS1 PRODU CTS:- Regional Planning: Working with our imighbors to plan for the future: 3. A. Larimer County: Enhance cooperative planning efforts with Larimer County, including an intergovernmental agreement to update the Urban Growth Area Agreement. See Growth Management, 2 B 3. 3. B. Transportation Planning: Continue regional transportation planning,with goals 1) Reduce single-occupancy vehicle miles including: 2) Address traffic congestion 3) Address regional air pollution issues 3. Dry Creek Financing Plan: Implement a financing plan with Larimer County for the construction of floodplain improvements for Dry Creek. Thompson R2-J: Develop an Intergovernmental Agreement between the City and Thompson R 24 that is similar in scope to the IGA between the City and Poudre R-1. 3. 1. Colorado State University: Develop a Cooperative Agreement with Colorado State University, addressing issues such as transportation and performing arts. a2aganda.dm 4 snros THEME: Youth Issues THEME 4 R cognizing Youth as a Vital Part o the Community PROBLEM STATEMENT: A significant and important part of the City's population is comprised of children, young adults and students. As such, youth represent a major group of customers for the City and deserve the continued attention of City leaders and City services. While the vast majority of youth are energetic and productive members of the community, the City needs to continue to provide appropriate services, family support and recreational opportunities for all youth citizens. The City should take a wide view of this role, including not just traditional recreation programs, but also cultural and technological opportunities, employment and police related services. PROJECTS/PRODUCTS: 4. A. Joint Use: Implement a joint planning effort with Poudre R-1 and Colorado State University for shared facility use. (See also Intergovernmental Cooperation, 312.) 4. B. Teen Center Implement a cooperative project to open a teen center at Old Fort Collins High School involving CLRS, Boys and Girls Club, and Poudre R-1. 4. C. Youth Employment: Continue and expand youth employment program. 4. D. Youth Programming: Expand youth programming in education activities: Library,culture,music,theater, arts,history, science and technology, forestry, and horticulture. 4. E. Police Youth Services Section: Implement Police Services"Youth Services Section"to integrate gang intervention officers,juvenile detectives and school resources officers. 4. F. "At-Risk" Youth: Enhance cooperative programs between Police Services and CLRS to address"at-risk"youth. 4. G. School Resource Officers: Implement and promote school resource officer program. alagenda.do 5 812/95 THEME: Long-term Financial Policies THEME .5 Protecting our Lon -term Finagrcial Position PROBLEM STATEMENT: The City's future fiscal health depends upon addressing several long-term financial issues. They include examining the types of revenue that the City depends on, the need for on-going funding of major building maintenance, the future use of dedicated revenue for major capital programs, and the cost of future demands for services by the Citizens. PROJECTS/PRODUCTS: 5: A. Revenue-Policy: Develop a Revenue Policy for General Governmental services to balance between Sales/Use Taxes and User Fees. Include examination of tax policies for businesses and industry. 5. B. Cost of Services: 1. Complete Cost of Development Study,Phase II, including recognition of the cost of growth as basic service demand levels increase. 2. Develop policies regarding Levels of Service, including metrics for measuring demand and effectiveness. 5. C. Major Building Maintenance: Identify on-going funding for major building maintenance. 5. D. Capital Improvement Program: Develop an on-going Capital Improvement Program which addresses development related infrastructure projects, as well as major enhancements to the community. Projects may include,but are not limited to: 1) Identify funding plan for completion of the trail system 2) Develop a strategy for long-term funding of Natural Areas 3) Identify sources of funding for transportation services, facilities and maintenance 4) Park and Recreation development, renovation and replacement funding strategies 5) Main library and branch libraries 6) Civic Activity Center structures a2ag=Kk&c 6 8/2/95 THEME; Deliberative Democracy THEME 6' Buildin Deliberative Dcmocr PROBLEM STATEMENT: The Community wants and expects to be closely involved in the activities of our local government. Citizens have an interest and willingness to provide the community direction about its future. The City must enhance and develop methods for involving citizens in decision making in a meaningful way. PROJECTS/PRODUCTS: 6. A. City Dialogue:: Use City Dialogue program to explore the vision of citizens for the future of the community; develop a strategy for a continuing dialogue with the community after the completion of the initial"City Dialogue" project. 6. B. Charter Review:: Establish Charter Review Committee. 6. C. Promoti ` fI orelabl�Hausin PROBLEM STATEMENT: Implement the Council's housing policies which have established a role of facilitating the production and availability of affordable housing in the community. PROJECTS/PRODUCTS: 7. A. Housing Affordability Issue Awareness: Develop a public awareness program which will provide information to members of the community regarding the need for and benefits of affordable housing in the community. 7. B. Housing Production: Explore methods of stimulating housing production: 1. Explore City actions and policies which affect the cost of housing. 2. Support and lead in the development of a Community Development Corporation. 3. Investigate priority processing of affordable housing projects. 7. C. Student Housing: Cooperate with Colorado State University in their creation of a student housing plan in anticipation of future growth in student population. 7. D. Housing Mix: Foster a mix of housing types and economic levels in all neighborhoods: 1. Explore idea of Provincetowne as a demonstration _project for a p_ublic/_private partnership for affordable housing. 2. Explore and consider adoption of a housing distribution policy. 7. E.
