OF THE COUNCIL OF THE CITY OF FORT COLLINS
SETTING FORTH COUNCIL POLICY REGARDING EVALUATION
OF ALTERNATE METHODS OF SERVICE DELIVERY
WHEREAS, the Council of the City of Fort Collins desires to provide
citizens high-quality municipal services at the lowest reasonable cost; and
WHEREAS, the City strives to provide these services using the most
cost-effective methods consistent with maintaining high-quality services
and ensuring access to City services for all citizens; and
WHEREAS, competition with private sector counterparts can serve as an
incentive for City departments to more actively seek new ways to further
improve services and to economize; and
WHEREAS, the City has made a commendable effort to employ private
sector resources as a means to reduce the cost and enhance the quality of
city services; and
WHEREAS, greater use of private sector resources and management
techniques may enable the City to provide better services and/or reduced
costs to its customers; and
WHEREAS, the Council wishes to recognize the current efforts of City
staff in this area and to encourage staff to continually evaluate
opportunities for greater efficiencies.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1 . That City staff is encouraged to actively seek ways to
further improve the quality and cost-effectiveness of City services.
Section 2. That City staff is also encouraged to regularly evaluate
service delivery options, including contracting for services with private
sector entities.
Section 3. That evaluations of service delivery options should
include consideration of a range of factors such as maintaining high
quality services, reliability, responsiveness, and lowest possible cost to
citizens, and ensuring reasonable access to City services for all citizens,
cost-effectiveness, impact on City employees and legal and operational
issues.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 7th day of June, A.D. 1988.
