HomeMy WebLinkAbout1987-166-11/03/1987-DUPLEX NEW SINGLE FAMILY HOMES REQUIRED WATER METERS RESOLUTION 87-166 OF THE COUNCIL OF THE CITY OF FORT COLLINS DIRECTING STAFF TO TAKE THE NECESSARY STEPS TO IMPLEMENT A PROGRAM REQUIRING WATER METERS ON ALL NEW SINGLE FAMILY AND DUPLEX HOMES WHEREAS, the City staff and Water Board during the last year have studied the City's Water Supply Policy and have proposed changes regarding that policy; and WHEREAS, future water demands are a key element in determining policies regarding the amount and timing of acquiring additional water supplies; and WHEREAS, it is estimated that metered homeowners use approximately 20% less water (on the average and during peak days) than flat rate customers; and WHEREAS, the City presently does not require water meters on new single family and duplex homes inside the City boundaries; and WHEREAS, the City Code was revised in 1977 to require all new homes to have a meter yoke installed during construction in anticipation that the City would someday institute a comprehensive metering program; and WHEREAS, an increasing number of single family homes and duplexes within the City boundaries are metered customers of adjacent water districts; and WHEREAS, approximately 40% of the dwelling units within the City boundaries are in multi -family developments which are required to be metered; and WHEREAS, the Water Board, after considerable study and debate, has made a recommendation to implement a metering program as outlined below; and WHEREAS, it is the finding of the Council that the proposed metering program will result in significant long term benefits to the community, including reduced capital expenditures, more efficient water use, more equitable water rates, and increased capability to manage water demands. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that staff is directed to take the necessary steps to implement a metering program with the following elements: a. Meters will be required on all new construction. b. The City will pay (up to $500) to meter an existing residence when a homeowner volunteers. Funding for the installation of water meters in existing homes will come from the plant investment fees paid by new development. BE IT FURTHER RESOLVED, that appropriate steps be taken to consider the approval of the Water Supply Policy for the City.
