OF THE COUNCIL OF THE CITY OF FORT COLLINS
ENCOURAGING THE NORTHERN COLORADO WATER
CONSERVANCY DISTRICT TO RESIST EFFORTS TO
EXPAND THE DISTRICT BOUNDARIES TO INCLUDE
ENTITIES IN THE DENVER METROPOLITAN AREA
WHEREAS, the Fort Collins City Council and Water Board have had a
longstanding concern about the possibility that the boundaries of the
parent Northern Colorado Water Conservancy District (NCWCD) may be expanded
to include entities in the Denver metropolitan area; and
WHEREAS, the Water Board believes that expansion of the parent
district boundaries would increase competition for Colorado-Big Thompson
water and reduce the supply available to water users along the northern
front range of Colorado; and
WHEREAS, the Water Board expressed a desire for Denver area entities
to openly discuss their water needs and plans with Fort Collins and others
in northern Colorado so as to explore acceptable solutions for all ; and
WHEREAS, the Water Board is encouraged that NCWCD has in the past
resisted attempts to expand the parent district boundaries to include
entities in the Denver metropolitan area; and
WHEREAS, the Water Board, on October 16, 1987, passed a motion
requesting that the Fort Collins City Council adopt a resolution
encouraging NCWCD to continue to resist such efforts to expand the parent
District boundaries; and
WHEREAS, the City Council supports the position taken by the Water
Board in this matter.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Northern Colorado Water Conservancy District be encouraged
to continue to resist efforts to expand the parent district boundaries of
the Northern Colorado Water Conservancy District to include entities in the
Denver metropolitan area.
BE IT FURTHER RESOLVED that Denver area entities are encouraged to
openly discuss their water needs with northern Colorado water users in
order that alternative approaches to securing water supplies can be
explored.
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to
the Northern Colorado Water Conservancy District.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 3rd day of November,
