OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO PURCHASE,
AS A CASE NOT REQUIRING BIDDING, ONE REMOTE
TERMINAL UNIT FOR THE EXISTING COMPUTER SYSTEM
WHEREAS, the City currently is using the Supervisory Control and Data
Acquisition (SCADA) computer system supplied by Advance Control Systems in
the operations control center; and
WHEREAS, a Remote Terminal Unit (RTU) is now required to interface
with the SCADA computer system to transmit real -time data and status of the
electric substation switchgear; and
WHEREAS, pursuant to Section 8-123(a) (1) of the Code of the City of
Fort Collins, the supply of an RTU compatible to the existing computer
system is so limited that the normal bid process cannot be used; and
WHEREAS, funds have been budgeted and appropriated in the Light and
Power Utility Fund for 1988; and
WHEREAS, pursuant to Section 8-123(b) of the Code, the purchase of a
case-not-requiring-bidding item in excess of Twenty Thousand Dollars
($20,000) must be approved by the City Council .
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Manager be, and he hereby is, authorized to approve
the case not requiring bidding for the purchase of one Remote Terminal Unit
from Advanced Control Systems, Inc. , at a cost of Thirty-one Thousand Seven
Hundred Sixty-eight Dollars ($31,768) .
Passed and adopted at a regular meeting of the City Council held this
17th day of May, A.D. 1988.
