HomeMy WebLinkAbout1988-053-04/19/1988-AGREEMENTS BLACK AND VEATCH ENGINEERS OPTIMIZATION PROFESSIONAL SERVICES WATER TREATMENT CAPACITY RESOLUTION 88-53 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING PROFESSIONAL SERVICES AGREEMENTS WITH BLACK AND VEATCH ENGINEERS FOR WATER TREATMENT CAPACITY OPTIMIZATION WHEREAS, the City of Fort Collins has embarked upon a project for the closure of the Poudre Canyon Water Treatment Plant and the relocation of the Canyon Treatment Plant's capacity to the LaPorte Avenue Water Treatment Plant; and WHEREAS, said relocation and expansion project is presently nearing completion; and WHEREAS, Black and Veatch Engineers has provided engineering services for said relocation and expansion project; and WHEREAS, it is anticipated that the City will require additional water treatment capacity by 1992; and WHEREAS, the City Council has deemed it in the best interests of the citizens of the City and the customers of the Water Utility that options be explored for mechanisms for optimizing the City's water treatment plant capacity; and WHEREAS, upon identification of options for optimization of the City's water treatment plant capacity, the Council further determines that it is in the best interests of the citizens of the City and the customers of the Water Utility that the City select a viable option, if any exists, for such optimization, and engage engineering services for the carrying out of such option; and WHEREAS, Black and Veatch Engineers has provided valuable service to the City in the plant relocation and expansion project and is knowledgeable about the LaPorte Avenue Water Treatment Plant and its potential for capacity optimization; and WHEREAS, because of Black and Veatch's familiarity with said plant and its technology, the Council does hereby determine that the engineering services to be provided for the aforesaid optimization project are so limited that the normal bid process cannot be used or will result in substantially higher costs to the City, and accordingly, that Black and Veatch Engineers should be selected for the performance of said services upon the condition that a viable option be identified and upon the condition that Black and Veatch has performed to the satisfaction of the City in its conduct of a study of the water treatment plant capacity optimization options. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager be, and he hereby is, authorized to enter into a professional services agreement with Black and Veatch Engineers for the purpose of conducting a study of water treatment plant capacity optimization at a cost not to exceed Forty-three Thousand Dollars ($43,000) ; and BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to negotiate and enter into an additional professional services agreement with Black and Veatch Engineers, for a fee not to exceed Three Hundred Fifty Thousand Dollars ($350,000) , to provide design and engineering services for modifications to the LaPorte Avenue Water Treatment Plant if a viable and acceptable option should be identified and selected by the City pursuant to the optimization study and provided further that Black and Veatch Engineers has performed to the satisfaction of the City in the conduct of said optimization study.
