OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING THE IMPLEMENTATION OF A
COUNTY-WIDE HAZARDOUS WASTE MANAGEMENT PLAN
WHEREAS, Fort Collins households and businesses need assistance to
safely and lawfully dispose of hazardous wastes; and
WHEREAS, the Economic Development Task Force reported in 1986 that
proper handling, transportation, and disposal of hazardous materials are
considered crucial for business development and environmental protection;
and
WHEREAS, numerous small businesses have recently come under state and
federal hazardous waste regulations; and
WHEREAS, it is in the best interest of local governments and local
businesses to rely upon education and technical assistance for proper waste
disposal rather than on state and federal enforcement; and
WHEREAS, reducing the amount of hazardous waste entering City sanitary
and storm sewers reduces the risk of disruptions at the wastewater
treatment plants and pollution of surface waters; and
WHEREAS, the City of Fort Collins is part owner of the landfill , and
reducing the amount of hazardous waste entering the landfill reduces the
risk of financial loss to the City from possible future contamination of
groundwater caused by those wastes; and
WHEREAS, the disposal of hazardous wastes is a significant problem
throughout Larimer County; and
WHEREAS, management of hazardous waste disposal is appropriate at the
County level ; and
WHEREAS, the Larimer County Hazardous Waste Committee has developed a
proposal for a countywide hazardous waste management plan, based on a
year-long study funded by the City of Loveland, the City of Fort Collins,
and Larimer County.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that, having reviewed and discussed the proposed Hazardous Waste
Management Plan, the Council supports and encourages the adoption of the
Hazardous Waste Management Plan, as proposed by the Larimer County
Hazardous Waste Committee.
BE IT FURTHER RESOLVED that the Fort Collins City Council believes the
inspection and technical assistance program will provide a valuable service
to small businesses when education is emphasized and enforcement is taken
when there are significant cases involving public health risk or repeated
or willful violations. To that end, Council recommends that the inspection
and technical assistance program provide for continuing input from larger
regulated businesses, small businesses, elected officials, and the public
regarding the manner of implementation.
