OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING A PROFESSIONAL SERVICES AGREEMENT
WITH GLASER ASSOCIATES ARCHITECTS
FOR DEVELOPMENT OF A FEASIBILITY STUDY
FOR A NEW PERFORMING ARTS/CONFERENCE CENTER COMPLEX
WHEREAS, Section 8-129 of the Code of the City of Fort Collins ("the
Code") authorizes contracts for services of a professional , technical or
consulting nature, the major result of which would yield to the City a
report, a plan or a similar document upon approval of the City Manager
after evaluation in accordance with the procedure for selection of
professionals; and
WHEREAS, the Purchasing Agent has determined that the development of a
Feasibility Study for a new Performing Arts/Conference Center Complex comes
with the purview of this Section of the Code; and
WHEREAS, in March of 1990, the City issued a Request for Proposals for
the above-described services; and
WHEREAS, the Selection Committee reviewed eight proposals, interviewed
the top four firms and selected Glaser Associates Architects as the most
qualified firm for this project; and
WHEREAS, the work has been divided into five phases: Phase I,
consisting of a needs assessment; Phase II, consisting of a conceptual
design; Phase III, consisting of a financial feasibility study; Phase IV,
consisting of a site selection evaluation; and Phase V, consisting of a
strategy and implementation plan.
WHEREAS, the total fee for Phase I through Phase V shall not exceed
Thirty-Seven Thousand Four Hundred Dollars ($37,400) ; and
WHEREAS, funds for Phase I through V have been budgeted and
appropriated and are available in the Major Maintenance Program of the
Capital Projects Fund; and
WHEREAS, Phase I through Phase V shall exceed Twenty Thousand Dollars
($20,000) ; and
WHEREAS, the City Manager has approved contracting for professional
services for Phase I through Phase V; and
WHEREAS, Section 8-129 of the Code requires approval of the City
Council for any professional services agreement in excess of $20,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the professional services agreement with Glaser Associates
Architects, for the performance of the following services for the
feasibility study for a new Performing Arts/Conference Center Complex is
hereby approved:
Phase I - Needs assessment services in an amount not to exceed
Thirteen Thousand Two Hundred Fifty Dollars ($13,250) ;
Phase II - Conceptual design services in an amount not to exceed
Twelve Thousand Six Hundred Dollars (E12,600) ;
Phase III - Financial feasibility study services in an amount not to
exceed Two Thousand Eight Hundred Dollars (E2,800) ;
Phase IV - Site selection evaluation services in an amount not to
exceed Six Thousand Six Hundred Fifty Dollars ($6,650) ;
Phase V - Strategy and implementation plan services in an amount not
to exceed Two Thousand One Hundred Dollars ($2,100) .
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 5th day of June, A.D. 1990.
