OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE PURCHASE OF TRAFFIC CONTROLLERS
FROM INTERSECTION DEVELOPMENT CORPORATION
AS AN EXCEPTION TO THE CITY'S COMPETITIVE PURCHASING PROCESS
WHEREAS, the City of Fort Collins Traffic Department has determined that the purchase
of safer and more flexible Traffic Controllers would be beneficial for the overall operation of the
City's traffic control system; and
WHEREAS,the only available traffic controllers that are compatible with the City's existing
master signal computer system are produced by the maker of that computer system; and
WHEREAS,Intersection Development Corporation is the manufacturer of both the computer
system and the traffic controllers; and
WHEREAS, Intersection Development Corporation has developed a new, more flexible,
model of traffic controller,the Model 820A Multisonics Traffic Signal Controller(the"Model 820A
Controller"),to replace existing traffic controllers in use by the City; and
WHEREAS, funds sufficient for the purchase of 62 Model 820A Controllers, in the amount
of$133,300, have been budgeted and appropriated in the Traffic Department budget; and
WHEREAS, Section 8-160(d)(I)c. of the Code of the City of Fort Collins authorizes the
Purchasing Agent to purchase a particular material or service that is required to maintain
interchangeability or compatibility as a part of an existing integrated system without utilizing a
competitive purchasing process; and
WHEREAS, the Purchasing agent has determined that the requisite justification for
negotiating the purchase of the Model 820A Controllers without utilizing a competitive process
exists, and has submitted such determination to the City Manager for approval; and
WHEREAS, the City Manager has reviewed and approved the determination that the
acquisition of the Model 820A Controllers without utilizing a competitive process is justified and
in accordance with the City Code; and
WHEREAS, Section 8-160(d)(3)requires prior approval by the City Council of a purchase
of items costing more than One Hundred Thousand Dollars($100,000) as an exception to the City's
competitive purchasing requirements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT COLLINS that the purchasing agent is authorized to purchase 62 Model 820A Traffic
Controllers from Intersection Development Corporation for a total cost of$133,300.
