OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE "CITY PLAN PRINCIPLES AND POLICIES" AS AN ELEMENT
OF THE COMPREHENSIVE PLAN OF THE CITY
WHEREAS, on March 3, 1995, the City issued a Request for Proposals outlining a multi-
phase land use planning process and soliciting proposals from outside consultants to work with City
staff in developing a new Comprehensive Plan for the City, to be known as the"City Plan," which
would serve to integrate the various elements of the City's Comprehensive Plan and allow for
individual land use proposals to be evaluated by the City within an improved, overall planning
context, rather than on a site-specific basis only; and
WHEREAS, by Resolution 96-46, the Council of the City of Fort Collins adopted the
"Community Vision and Goals 2015" section of the Fort Collins City Plan as an element of the new
Comprehensive Plan of the City; and
WHEREAS, by Resolution 96-79, the Council of the City of Fort Collins adopted the "City
Structure Plan" section of the Fort Collins City Plan as an element of the new comprehensive plan
of the City; and
WHEREAS, the staff and professional consultants of the City, together with the City Plan
Advisory Committee and other citizen groups of the City (with continuous opportunity for review
and comment by the community at large) have worked to prepare and present to the City Council the
"City Plan Principles and Policies" section of the City Plan, dated October 30, 1996; and
WHEREAS, the "City Plan Principles and Policies" serve to refine the goats established in
the "Community Vision and Goals 2015" section of the City Plan as well as the graphic display
shown on the "City Structure Plan" section of the City Plan, and establish the fundamental rules
upon which the City Plan will be implemented as well as define policy direction regarding how the
implementation ought to proceed; and
WHEREAS,upon review of the "City Plan Principles and Policies" section of the City Plan,
and following public hearings by both the City Council and the Planning and Zoning Board (the
"Board"), and having received the recommendation of the Board, the City Council has determined
that the "City Plan Principles and Policies" section of the City Plan should be adopted as a
component of the City Plan, subject to such revisions thereto as may be subsequently recommended
by City staff and approved by the Council as part of the final adoption of City Plan.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, as follows:
Section 1. That the section of the City Plan entitled "City Plan Principles and Policies"
dated October 30, 1996, a copy of which is on file in the Office of the City Clerk, is hereby adopted
by the City Council and approved for incorporation into the City Plan.
Section 2. That said"City Plan Principles and Policies" shall establish the fundamental
rules upon which the City Plan will be implemented, shall provide policy direction regarding how
the implementation of City Plan should proceed, and shall take effect upon final approval of the City
Plan, at such time as may be subsequently determined by the City Council.
Section 3. That the City Council anticipates that,prior to final approval of the City Plan,
the"City Plan Principles and Policies" will be further reviewed and amended to ensure that they are
harmonious and consistent with other elements of the City Plan and are susceptible of practical and
effective implementation.
Passed and adopted at a regular meeting of the City Council held this 5th day of November,
A.D. 1996.
