OF THE CITY COUNCIL OF THE CITY OF FORT COLLINS
EXPRESSING SUPPORT FOR THE FUNDING OF TRANSPORTATION PROJECTS
THAT ARE NOT INCLUDED ON THE STATE HIGHWAY SYSTEM
WHEREAS, the North Front Range Transportation and Air Quality Planning Council (the
"Planning Council")is a leader in establishing a broader vision for transportation in the North Front
Range area; and
WHEREAS, the first regional transportation plan completed by the Planning Council three
years ago was considered an evolutionary blueprint around the state for the inclusion of alternative
modes and transportation solutions; and
WHEREAS, the process of project selection used by the Planning Council has been
exemplary; and
WHEREAS, the first statewide transportation plan adopted by the Colorado Department of
Transportation emphasized regional priorities and included flexibility which allowed regions to
establish their own preferences in the project selection process; and
WHEREAS, the Planning Council is currently in the process of updating the regional
transportation plan, known as the 2020 Regional Transportation Plan ("the Plan"); and
WHEREAS,the transportation needs in the North Front Range area include both projects that
are not on the state highway system ("off system projects") as well as projects that are on the state
highway system("on system projects"); and
WHEREAS, the City Council believes that many of the off system projects merit inclusion
in the Plan if the transportation needs of Fort Collins and the other North Front Range communities
are to be adequately addressed.
NOW, THEREFORE, BE IT RESOLVED by the City of Fort Collins as follows:
Section 1. That the City Council strongly encourages the North Front Range
Transportation and Air Quality Planning Council to include off-system as well as on-system projects
in the 2020 Regional Transportation Plan.
Section 2. That the City Council strongly encourages the state Transportation
Commission to support off-system as well as on-system projects in the statewide planning process.
Passed and adopted at a regular meeting of the Fort Collins City Council held this 3rd day
of March, A.D. 1998.
