ENDPI SING THE PASSAGE OF THE
FALL RIVER .ITOR CENTER ACT OF 1993 (HR2577)
WHEREAS, Rocky Mountain National Park welcomes 3,000,000 visitors from all
over the world each year; and
WHEREAS, approximately 1,000,000 of these visitors enter Rocky Mountain
National Park through the Fall River entrance on US Highway 34; and
WHEREAS, there are no visitor center facilities available at this entrance
to provide orientation to the area and this special environment; and
WHEREAS, the Parks Service has projected a construction cost of $1,500,000
for this visitor center, as well as $100,000 per year in ongoing operation and
maintenance costs; and
WHEREAS, the private sector has stepped forward and offered to build this
visitor center at no cost to the National Parks Service, as well as provide
$30,000 for ongoing operation and maintenance costs; and
WHEREAS, to allow this opportunity to be realized, the Congress of the United
States must grant an exemption to the Park Service which would allow them to
operate such a facility outside of the National Park boundaries; and
WHEREAS, Representative Wayne Allard has introduced legislation titled the
Fall River Visitor Center Act of 1993 (HR2577) which would provide this
exemption.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the City Council does hereby recommend passage of the Fall River Vistor
Center Act of 1993.
Passed and adopted at a regular meeting of the City Council held this 7th day
of September, A.D. 1993. i
