OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE FORT COLLINS PARKING PLAN
AS A COMPONENT OF THE CITY'S COMPREHENSIVE PLAN
AND TRANSPORTATION MASTER PLAN
WHEREAS, staff has identified and worked to address certain issues of particular concern
in connection with the City's parking facilities and policies,including parking issues in the Colorado
State University ("CSU") neighborhood and parking issues in the downtown Fort Collins area, and
has worked with the CSU Traffic Committee to develop a compatible CSU Parking Study; and
WHEREAS, the product of that work, prepared with the assistance of a professional
consulting firm,has been documented in the City of Fort Collins Parking Plan, dated September 17,
1996 (the "Parking Plan"); and
WHEREAS, a CSU neighborhood "Parking Focus Group"representing a broad and diverse
cross-section of that neighborhood has worked to develop a recommendation for addressing parking
issues in that neighborhood; and
WHEREAS, the Downtown Merchants' Association,Midtown Merchants' Association, and
Downtown Development Authority have participated in ongoing discussions throughout the
development of the Parking Plan; and
WHEREAS, the City staff Land Use, Transportation, and Air Quality Committee has
participated in and assisted with the development of the Parking Plan, to the extent appropriate; and
WHEREAS, the Parking Plan is intended to be a component of the City's Comprehensive
Plan and Transportation Master Plan, and is designed to coordinate with other City plans including,
without limitation, the Transportation Demand Management Program,the Civic Center Plan and the
Capital Improvement Plan; and
WHEREAS, at its September 4, 1996, meeting, the Fort Collins Transportation Board
considered the proposed Parking Plan, and recommended that the Council approve and adopt it; and
WHEREAS, at its September 9, 1996, meeting, the Fort Collins Planning and Zoning Board
considered the Parking Plan and recommended that the Council approve and adopt it; and
WHEREAS, staff has prepared and presented to the Council a Parking Plan which, in the
judgment of the Council,provides a vision for parking-related planning and programs in the City and
provides direction for new developments in the CSU neighborhood and downtown areas; and
WHEREAS, the Council has determined that it is in the best interests of the citizens of the
City that the proposed Fort Collins Parking Plan be adopted as an element of the City's
Comprehensive Plan and Transportation Master Plan.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the Fort Collins Parking Plan, a summary of which is attached hereto and
incorporated herein by this reference, and which is available in its complete form in the office of the
City Clerk, be and hereby is, adopted as an element of the City's Comprehensive Plan and
Transportation Master Plan.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this
17th day of September, A.D. 1996.
