COLLINS ADOPTING CERTAIN RULES OF PROCEDURE GOVERNING THE
CONDUCT OF CITY COUNCIL MEETINGS
WHEREAS, on May 6, 1997,the City Council adopted Resolution 97-67 which established
certain rules of procedure governing the conduct of City Council meetings; and
WHEREAS, one of the rules of procedure adopted by the Council limits individual citizen
input during the citizen participation segment of each Council meeting to a maximum of three (3)
minutes per person; and
WHEREAS,the Council believes that such limitation should be expanded to a maximum of
five (5) minutes per person, subject to modification by the Mayor under certain circumstances, so
as to better afford citizens an opportunity to address items of interest not scheduled for Council's
consideration on the agenda of that particular meeting.
NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, as follows:
Section 1. That Section La. of Resolution 97-67 is hereby amended so as to read in its

a. Citizen comment, both during the "citizen participation" segment of each
meeting and with regard to agenda items, will be limited to a maximum of

persons wishing to speak during citizen participation would unduly prolong
that portion of the meeting, the Mayor may reduce the time allowed for
individual citizen input.
Section 2. That, except as hereinabove amended, the provisions of Resolution 97-67 shall
remain in full force and effect.
Passed and adopted at a regular meeting of the City Council held this 5th day of August,A.D.
