OF THE COUNCIL OF THE CITY OF FORT COLLINS
IDENTIFYING A SITE FOR THE NEW NORTHSIDE AZTLAN COMMUNITY CENTER
WHEREAS,in April 1997,the voters of the City of Fort Collins approved a one-quarter cent
sales and use tax (the "Building Community Choices Capital Improvements Tax") to fund the
construction of certain capital improvement projects identified in Ordinance No. 31, 1997; and
WHEREAS, Ordinance No. 31, 1997,includes a project which funds construction of a new
Northside Aztlan Community Center(the "Northside Center") at an estimated cost of$6,940,000
(1996 dollars), currently scheduled for construction in 2004-05; and
WHEREAS, City Council wishes to identify a site for the new Northside Center; and
WHEREAS, staff has solicited proposals for sites through the City Purchasing Office
Request for Proposals process; and
WHEREAS, eight sites were proposed for the new Northside Center; and
WHEREAS,the sites were evaluated by a sub-committee of the Parks and Recreation Board
and significant public input was gathered both from the users of the current center and the general
public; and
WHEREAS,the analysis of the Parks and Recreation Board led the board to recommend that
the current site of the Northside Center at 112 East Willow Street is the best site of those proposed,
but that the City should continue to look for other possible sites which may become available prior
to the construction of the facility; and
WHEREAS,the current location for the Center will provide significant cultural,recreational
and community benefits to the residents of the City of Fort Collins, particularly to residents of the
community's north side.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Council supports the location of the New Northside Aztlan
Community Center at its current site, 112 East Willow Street.
Section 2. That the Council directs staff to continue to seek sites in the community's
Northside Area and to bring to City Council for consideration any sites determined to be equal to or
better than the current site.
Section 3. That the area to be considered as the"Northside Area"for the purpose of this
site selection process should include the area generally bounded by Vine Drive, North Lemay
Avenue, Mulberry Street, and Howes Street, excluding that area north of Cherry Street and east of
the Burlington Northern Railroad tracks in the area of Lee Martinez Park.
