OF THE COUNCIL OF THE CITY OF FORT COLLINS
DIRECTING STAFF TO IDENTIFY SITES
FOR A NEW LIBRARY TO BE LOCATED IN THE DOWNTOWN AREA
WHEREAS,in April 1997,voters ofthe City of Fort Collins approved three one-quarter cent
sales taxes for capital improvement projects pursuant to Ordinances 29, 30, and 31, 1997; and
WHEREAS,Ordinance No. 31, 1997,includes a project which funds the acquisition of land
and/or design of a new library through an allocation of$2,3000,000 (in 1996 dollars); and
WHEREAS, City Council wishes to identify a site for the future library; and
WHEREAS, staff has solicited proposals for sites for the new library through the City's
Request for Proposal process; and
WHEREAS, two sites were submitted for the library, including a non-specific downtown
location which was proposed by City staff; and
WHEREAS, the sites were evaluated by a subcommittee of the Library Board with
significant public input gathered through a community open house and other methods; and
WHEREAS,the Library Board,through its analysis of the sites and after considering public
input,recommended to the Council the acquisition of a site for a new library in the downtown Fort
Collins area; and
WHEREAS, a downtown location for the new library will provide significant intellectual,
economic, and cultural benefits to the residents of the City of Fort Collins.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council supports the location of a new library in the downtown
area of Fort Collins.
Section 2. That the Council direct staff to begin to identify a site or sites that are suitable
for the new library, and to purchase the best site in the downtown area with the proceeds of the
Building Community Choices Capital Improvement Tax,in accordance with budget appropriations
in future years.
Section 3. That Council further directs staff to define"downtown area"for the purposes
of this site selection to include an area generally bounded by Vine Drive,Whedbee Street,Mulberry
Street, and Howes Street,except the area north of Cherry Street and east of the Burlington Northern
railroad tracks in the area of Lee Martinez Park.
Passed and adopted at a regular meeting of the City Council held.this 7th day of July,A.D.
