OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CITY AND THE COLORADO
DEPARTMENT OF TRANSPORTATION FOR THE
TIMBERLINE ROAD BIKEWAY PROJECT
WHEREAS,Timberline Road,between Harmony Road and Trilby Road,was identified as
a high priority for improvements in the City's Bicycle Program Plan adopted in 1995; and
WHEREAS,the northern portion of the lane improvements along said section of Timberline
Road was completed from Harmony Road to Willow Springs in 1999; and
WHEREAS, Transportation Equity Act for the 21 st Century ("TEA-21") funds are now
available to the City from the Colorado Department of Transportation("CDOT")for the purpose of
completing the southern portion of the bikelane improvements along Timberline Road from Willow
Springs to Trilby Road; and
WHEREAS,the City Council has determined that said improvements are in the best interests
of the City in the protection of the public health and safety due to the current lack of roadway
shoulders and the extensive usage of said roadway for both bicycle and vehicular traffic; and
WHEREAS, the completion of said segment of Timberline Road bikelanes will result in a
continuous bikelane system on Timberline Road from the north end of Loveland to International
Boulevard, which continuous link will provide a safer and more direct travel route for local and
regional cyclists and will serve as an important accomplishment toward the implementation of the
City's Bicycle Program Plan; and
WHEREAS, the Council has determined that it is in the best interests of the City that the
Mayor execute an intergovernmental agreement with CDOT for the extension of said bicycle lanes
utilizing TEA-21 funds in the amount of two hundred sixty thousand dollars ($260,000) and City
participating funds in the amount of sixty-three thousand three hundred eighty-three dollars
($63,383),which City participating funds have been identified in the transportation planning budget.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Mayor be, and hereby is,authorized to execute an intergovernmental agreement
between the City and the State of Colorado Department of Transportation for the addition of an
eight-foot bicycle lane to both sides of the existing roadway on Timberline Road from County Road
36 south one mile to County Road 34 and as more specifically described in Exhibit"A" of the said
intergovernmental agreement,for a total cost in the amount of THREE HUNDRED TWENTY SIX
THOUSAND THREE HUNDRED EIGHTY-THREE DOLLARS($326,383)with federal TEA-21
funds to be expended toward said contract in the amount of TWO HUNDRED SIXTY THOUSAND
DOLLARS ($260,000) and City participating funds to be expended toward said contract in the
amount of SIXTY-THREE THOUSAND THREE HUNDRED EIGHTY-THREE DOLLARS
($63,383) (with nonparticipating costs in the amount of$3,000).
