HomeMy WebLinkAbout2002-001-01/15/2002-APPROVING THE PURCHASE OF TWO ELGIN EAGLE SERIES F STREET SWEEPER BODIES FROM FARIS MACHINERY AS AN RESOLUTION 2002-001 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING THE PURCHASE OF TWO ELGIN EAGLE SERIES F STREET SWEEPER BODIES FROM FARIS MACHINERY AS AN EXCEPTION TO THE COMPETITIVE PROCUREMENT PROCESS WHEREAS, Elgin Eagle street sweepers have been reliable and effective in service since the Streets Department began using them in 1996; and WHEREAS, the Streets Department has three Elgin Eagle units in service, with one more to arrive shortly,and the City has received excellent service and support from Faris Machinery; and WHEREAS,the Purchasing Agent has determined that the purchase of the Elgin Eagle street sweeper bodies as an exception to competitive processes is in the best interests of the City, due to the proven reliability of the unit,the reduced maintenance costs and lower lane mile sweeping costs stemming from standardizing on the Elgin Eagle sweeper; and WHEREAS, funds have been budgeted and approved in the Streets Department budget and are available; and WHEREAS, Section 8-16 1(d)(1)(a) of the Code of the City of Fort Collins authorizes the Purchasing Agent to negotiate the purchase of supplies and services without utilizing a competitive bidding process where the Purchasing Agent determines that only one responsible source exists;and WHEREAS, Section 8-161(d)(1)(d) of the Code of the City of Fort Collins authorizes the Purchasing Agent to negotiate the purchase of supplies and services without utilizing a competitive bidding process where the Purchasing Agent determines that a particular material is required in order to maintain standardization for the purpose of reducing financial investment or simplifying administration; and WHEREAS,the Purchasing Agent has determined that only one responsible source for Elgin Eagle street sweeper bodies exists and that this item is required in order to maintain standardization; and WHEREAS, the Purchasing Agent has submitted the requisite justification to the City Manager for approval; and WHEREAS, the City Manager has reviewed and concurred in that determination for this acquisition; and WHEREAS, Section 8-161(d)(3) requires approval of this purchasing method by the City Council for items costing more than One Hundred Thousand Dollars($100,000)prior to acquisition. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the purchase of two Elgin Eagle Series F sweeper bodies, in the amount of ONE HUNDRED EIGHTY-EIGHT THOUSAND, SEVEN HUNDRED SIXTY FOUR DOLLARS ($188,764),as an exception to the City's competitive procurement requirements,is hereby approved.
