OF THE COUNCIL OF THE CITY OF FORT COLLINS
POSTPONING CONSIDERATION OF THE PROPOSED
LOCATION OF THE NORTHEAST TRUCK ROUTE
WHEREAS, on April 8, 1997, the voters of Fort Collins passed a renewal of a .25% sales
and use tax to be used for certain capital projects, including a possible alternative truck route in the
northeast quadrant of the City (the "Northeast Truck Route"); and
WHEREAS, the Northeast Truck Route Citizens Advisory Committee and Technical
Advisory Committee have worked on this issue since March, 1998 with data collection and analysis
occurring during the spring and summer of 1998, meetings in study sessions with City Council in
August 1998 and January 1999, and recommendations made to the City Council in October 1998
of four possible alignments for the Northeast Truck Route; and
WHEREAS, City staff met in study session with the Larimer County Commissioners in
October 1998 and February 1999, and the City Council and Board of County Commissioners held
a joint study session in January 1999; and
WHEREAS,at least twenty-seven public hearings,open houses and outreach sessions have
been held to explain to affected public interests and neighborhoods the alternative alignments for the
Northeast Truck Route; and
WHEREAS, City staff met with the Natural Resources Advisory Board and the Air Quality
Board during the Summer/Fall of 1998; and
WHEREAS, City staff met with the Transportation Board in June 1998, October 1998, and
December 1998, and the Transportation Board held a public hearing on December 16, 1998, and
recommended the following to the City Council:
1. Remove Owl Canyon from further discussion.
2. Strike Alternative 4 from further discussion.
3. Proceed with further consideration of Alternatives 1 and 3, with the recommendation that
Vine Drive be removed from the Master Street Plan as a four lane arterial where the proposed
alignment departs from the present Vine Drive.
4. Further examine a "no-build" scenario.
5. Pay special attention to situations where there are neighborhoods on either side of the road,
and examine special opportunities to connect those neighborhoods; and
WHEREAS, the Planning and Zoning Board held a public hearing in January 1999 and
recommended Alternative 1, the Modified Vine alignment, to the City Council; and
WHEREAS,the Colorado Department of Transportation has stated that a northern alignment in
the general area of Owl Canyon is not feasible or cost effective,and the Upper Front Range Regional
Planning Commission is in the process of removing such an alignment from consideration as part
of its Regional Transportation Plan; and
WHEREAS,the Council believes that the technical information and recommendations developed
during this extensive process are good and valid, but in considering the interests of the
neighborhoods most affected by the proposal, another option such as the Downtown Air Park
alignment may need to be further explored.
NOW, THEREFORE, BE IT RESOLVED that City Council action on the relocation of State
Highway 14 shall be postponed until June 15, 1999, with intermediate study sessions to held on
April 27, 1999 and June 8, 1999, in order to:
1. Perform additional outreach to the Alta Vista Neighborhood, to the Andersonville
Neighborhood, to the Via Lopez Subdivision, and to involve property owners along
the affected section of Jefferson Street.
2. Meet with each property owner whose business and/or residential property falls
within the footprint of the Modified Vine Alignment.
3. Revisit the issue with City Boards and Commissions as appropriate.
4. Prepare both photographic and geographic representations in "before" and "after"
formats for broad distribution, and
5. Meet with new City Council members to address their informational needs in regard
to this project.
