HomeMy WebLinkAbout2013-002-01/15/2013-ADOPTING THE PARKING PLAN: DOWNTOWN AND SURROUNDING NEIGHBORHOODS' AS AN ELEMENT OF THE CITY'S COMPR RESOLUTION 2013-002 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING "THE PARKING PLAN: DOWNTOWN AND SURROUNDING NEIGHBORHOODS" AS AN ELEMENT OF THE CITY'S COMPREHENSIVE PLAN AND ADOPTING RELATED CHANGES TO THE TRANSPORTATION MASTER PLAN WHEREAS, following outreach to the Downtown Business Association, the Chamber of Commerce, UniverCity Connections and others, City staff has prepared and presented to the City Council the"Parking Plan:Downtown and Surrounding Neighborhoods"(the"Plan")for adoption, a copy of which Plan is on file in the Office of the City Clerk; and WHEREAS,the Plan constitutes an update of the City's parking policies as contained in the adopted 2004 Downtown Strategic Plan and provides the vision for a comprehensive and integrated parking program which evaluates existing conditions, identifies key parking issues, and proposes principles,policies and action items on a variety of parking topics, including topics such as on-street parking management,public parking infrastructure,parking for new development and organization, customer service and bicycle parking; and WHEREAS,the Plan is a part of a larger strategy for enhancing downtown that will support business, economic and neighborhood vitality for years to come, and will serve as a guide for addressing long-term parking issues in the downtown area; and WHEREAS, the City Council, following significant public outreach, including two work sessions of the City Council, public open houses and stakeholder interviews and having received favorable direction and recommendation of various City boards and commissions, including the Transportation Board, the Planning and Zoning Board, and the Air Quality Advisory Board, has determined that the Parking Plan: Downtown and Surrounding Neighborhoods is in the best interests of the City and should be adopted. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Parking Plan: Downtown and Surrounding Neighborhoods, dated January 15, 2013, is hereby adopted as an element of the City's Comprehensive Plan. Section 2. That the Transportation Master Plan,an element of the City's Comprehensive Plan, is hereby amended by incorporating therein certain provisions relating to the Parking Plan: Downtown and Surrounding Neighborhoods, which provisions are shown on Exhibit"A" attached hereto and incorporated herein by this reference. Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 15th day of January, A.D. 2013. Policy T 27. 3 - Downtown as a Visitor-Friendly Destination Enhance Downtown Fort Collins a preferred , visitor-friendly regional destination . r ' 4e _ _ a . i • Future improvements to the Interstate 25 and Highway 392 interchange are a result of regional cooperation between the City of Fort Collins, Town of Windsor, and Colorado Department of Transportation. 36 FEBRUARY 15 , 2011 Fort Collins Transportation Master Plan Parking Plan : Downtown and Surrounding Neighborhoods PROGRESS SINCE THE 2004 DOWNTOWN STRATEGIC PLAN In February of 2004 , the Fort Collins City Council adopted the Downtown Strategic Plan , which contains several recommendations for the parking program in Fort Collins . The following paragraphs highlight the parking principles from the Downtown Strategic Plan and show what has been achieved in each area . Principle 1 . 1 . 1 : Increase the availability of existing parking for commerce by promoting higher vehicle turnover of on-street parking to enhance and sustain commercial vitality . This recommendation has been accomplished through the enforcement of two- hour time limits , the use of new technology such as the license plate recognition system , the implementation of an increasing fine structure that targets repeat offenders but is friendly to customers and visitors , and changes to the traffic code that require long- term parkers to move off the block face when they leave a timed parking area . The on-going collection of turnover data demonstrates the effectiveness of these measures . Turnover rates have increased by more than 20 % since the Downtown Strategic Plan was adopted . Principle 1 . 1 . 2 : Encourage long -term parkers , customers , and employees to better utilize existing Downtown parking structures . This recommendation has been accomplished by implementing innovative and cost-effective permit programs for long-term parkers . Examples include the half-priced roof-top permit , the car-pool permit that allows multiple employees to share the cost of a single permit, and the combination of automobile and bicycle permits at no additional cost. Surface lot permit programs were also modified to encourage purchases , such as the highly- discounted prices for Olive Lot permits when multiple months are purchased . Principle 1 . 3 . 1 : Create a comprehensive parking management plan for the Downtown area . This recommendation has been accomplished in part through the implementation of other elements of the Downtown Strategic Plan , such as the two principles mentioned above . However, there is more work to be done in this area . PROCESS FOR THE 2012 PARKING PLAN The Parking Plan is a result of the efforts of a large number of people . Four major periods of public participation , beginning in May 2011 and ending in October 2012 , were provided resulting in extensive feedback from the community. A brief overview of the 2012 Parking Plan Fort Collins study process is outlined below : 1 . Conduct a current conditions assessment and parking management program review . This study element involved conducting a parking supply/demand analysis , on-street parking turnover studies , a review of land- use and zoning codes , and development of a parking demand model . 2 . Review and understand the current planning context. The overall community planning context and related planning initiatives were important for framing the discussion around the overall Parking Plan approach . 3 . Conduct a variety of public engagement processes . The following is a summary of the public out-reach and community engagement processes employed as part of this study: a . Project Kick-Off and Technical Advisory Committee meetings ; 60 FEBRUARY 15 , 2011 Fort Collins Transportation Master Plan b . Downtown stakeholder and other public outreach meetings , including the Downtown Business Association meetings ( monthly) , public open houses , and meetings with other Downtown and community stakeholders ; c . Four rounds of outreach meetings to City Boards and Commissions , including the Downtown Development Authority, Transportation Board , Planning and Zoning Board , Air Quality Advisory Board , and Economic Advisory Commission ; d . Parking questionnaire Over 1 , 000 responses received containing responses from both Downtown businesses and community members ; e . Parking Expert Advisory Panel , a three and a half day process involving community members , focus groups of key stakeholders , and elected officials , culminating in a final public meeting in which initial impressions and preliminary recommendations were shared ; f. Two City Council Work Sessions and Council small group meetings , in which information was summarized and preliminary study options and alternatives were developed into a Council briefing package . The goal of these meetings was to give the Councilmembers a preview of the direction and key issues , and to receive feedback on potentially sensitive issues and overall plan progress . 4 . Parking Plan Fort Collins parking guidance . The Parking Plan provides a blueprint for defining and advancing the strategic direction for the Fort Collins parking program . RECOMMENDED CHANGES AND ACTIONS A summary of key recommendations , drawn from the Plan 's principles , policies , and actions , are as follows : On -Street Parking Management • Continue existing level of on-street parking enforcement. • Provide a pay-by-cell phone option to allow customers to extend parking time beyond the two-hour limit. • Enhance collaboration between the City and Downtown employers to shift employees away from on- street parking in high demand locations . • Mitigate spillover impacts through a neighborhood parking permit program . • When the issue of over-occupancy becomes untenable to Downtown employers (as measured by a set of performance "triggers" ) , shift to on-street pay parking that maximizes customer convenience and payment options . Public Parking Infrastructure • Establish public- private partnerships resulting in smaller, distributed parking garages around the Downtown where public parking is needed . • Develop a long-term funding plan for public parking infrastructure based on community, Downtown , and development funding sources . • Promote the conversion of surface parking to structured parking over time and the use of parking reduction measures such as MAX Bus Rapid Transit. • Provide electrical vehicle charging stations in public facilities . Demand-responsive services ( Dial-A-Ride) are largely funded locally and supported through partnerships with Larimer County and participating state and federal agencies . Operations and Maintenance (O&M ) Improvements . O&M expenditures for roads and bridges and bicycle and pedestrian services are funded with Transportation Services Fund revenues ; primary sources of revenue are the State Highway User Tax Fund , County Road and Bridge Fund , motor vehicle registration fees , and transfers from the General Fund . Specific sources include : • The 0 . 25% Streets and Transportation sales and use tax revenues , specifically for street maintenance , which extend from January 2006 through December 2015 • A portion of the 0 . 85 % 2B funds will add an estimated $6 . 1 M each year for maintenance General Fund Support. The General Fund provides a substantial subsidy to transportation . Using 2009 as an illustration , the General Fund comprised 18% of the Transportation Services Fund revenues , 57% of the Transit Services Fund revenues , and 32% of the Street Oversizing Fund revenues . Federal Grant Support, Fort Collins has successfully and consistently applied for and received federal grants for projects that address roadway, bicycle , pedestrian , bridge , and transit needs . Debt. The City has been conservative with respect to transportation-related debt . Currently, there is one outstanding issuance of debt for the street maintenance building and one transportation project lease obligation for the Civic Center parking structure . Process for the 2010 - 11 update Key considerations in the TMP update for funding strategies are related to the need for new reliable and sustainable methods of transportation implementation and finance . The community dialogue during the TMP update reflected a focus on what will work best for the long-term future of the City and a new emphasis on ensuring consideration of operations and maintenance Find the Transportation Financing costs as well as capital costs in project decisions . Key elements of this Resources Documentation discussion included : g Appendix Leadership . Fort Collins has pioneered several successful transportation finance initiatives . For example , the City was among the first to develop intergovernmental agreements to plan streets outside of its municipal boundaries . In 1979 , it was among the first Colorado municipalities to impose a transportation impact fee (Street Oversizing Impact Fee ) . In the mid- 1980s , the City pioneered the concept of a transportation utility for street maintenance . However, the City decided not to move forward with that funding mechanism . In addition , since the mid 1990s , Fort Collins voters have repeatedly approved sales and use tax increases for capital projects and street maintenance . These successful experiences bode well for a supplemental set of transportation finance revenue sources that might be helpful in the future . Dependence on Sales and Use Tax Revenues . Transportation is currently heavily dependent on sales and use tax revenues in a direct way, through the voter-approved initiatives , and in an indirect way, as a major portion of General Fund revenues . This is a challenging situation because these tax revenues are dependent on local economic spending patterns and inflation , factors that do not directly correlate with transportation needs. While the 2 . 25% sales and use tax revenues that flow to the General Fund do not sunset, two voter-approved sales and use tax initiatives sunset in the next 5- 10 years . 75 FEBRUARY 15 , 2011
