OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING "THE PARKING PLAN: DOWNTOWN AND
SURROUNDING NEIGHBORHOODS" AS AN ELEMENT OF E
CITY'S COMPREHENSIVE PLAN AND ADOPTING RELATED CH GES TO THE
TRANSPORTATION MASTER PLAN
WHEREAS, following outreach to the Downtown Business A ociation, the Chamber of
Commerce, UniverCity Connections and others, City staff has prep d and presented to the City
Council the"Parking Plan:Downtown and Surrounding Neighbor odds"(the "Plan")for adoption,
a copy of which Plan is on file in the Office of the City Clerk; a
WHEREAS,the Plan constitutes an update of the Ci 'sparking policies as contained in the
adopted 2004 Downtown Strategic Plan and provides the Sion for a comprehensive and integrated
parking program which evaluates existing conditions, ' entifies key parking issues, and proposes
principles,policies and action items on a variety of pa ing topics, including topics such as on-street
parking management,public parking infrastructure irking for new development and organization,
customer service and bicycle parking; and
WHEREAS,the Plan is a part of a lar er strategy for enhancing Downtown that will support
business, economic and neighborhood v' ality for gars to come, and will serve as a guide for
addressing long-term parking issues in e Downtown area; and
WHEREAS, the City Cou 11, following significant public outreach, including two work
sessions of the City Council, pu is open houses and stakeholder interviews and having recieved
favorable direction and recom endation of various City boards and commissions, including the
Transportation Board, the P ing and Zoning Board, and the Air Quality Advisory Board, has
determined that the Parki g Plan: Downtown and Surrounding Neighborhoods is in the best
interests of the City and
ould be adopted.

Sectio 1/ That the Parking Plan: Downtown and Surrounding Neighborhoods, dated
October 2, 2 2, is hereby adopted as an element of the City's Comprehensive Plan.
S tion 2. That the Transportation Master Plan,an element of the City's Comprehensive
Plan, is ereby amended by incorporating therein certain provisions relating to the Parking Plan:
Dow wn and Surrounding Neighborhoods, which provisions are shown on Exhibit "A" attached
her o and incorporated herein by this reference.
